1.4. Consumers of public services included in the departmental list provided by organizations (hereinafter referred to as public services) are individuals, including persons with disabilities health, citizens of the Russian Federation and persons admitted within the established quota.

II. Determination of the values of indicators of the volume of public services for the implementation of educational programs

2.1. State educational services for the implementation of basic professional educational programs of secondary vocational, higher education, postgraduate medical and pharmaceutical education in internships and training of scientific personnel in doctoral studies

2.1.1. State task for the implementation of basic professional educational programs of secondary vocational education(hereinafter referred to as educational programs of secondary vocational education) is formed for the contingent of students enrolled in training:

b) from September 1, 2012 to September 1, 2014 in the context of professions, specialties and areas of training;

The final values of the indicators of the volume of public services included in the state task for the next financial year, the first and second years of the planning period, are rounded according to mathematical rules to a whole value, with the exception of the case when rounding results in a value equal to 0, provided that the actual contingent, used in the calculation is not equal to 0. In this case, the resulting value is set to 1.

The value of the volume of public services for the implementation of educational programs of higher education and secondary vocational education is calculated separately for separate structural divisions of the organization, according to the CCP and according to the quota, then rounded and summed up.

4.1. Work on conducting fundamental scientific research, carrying out experimental scientific developments, and conducting applied scientific research

4.1.3. The number of works on directive topics is determined on the basis of decisions of the Commission on the formation of state assignments for educational organizations of higher education and scientific organizations subordinate to the Ministry of Education and Science of the Russian Federation in the field scientific activity, the composition of which was approved by order of the Ministry of Education and Science of the Russian Federation dated December 27, 2013 N 1414 “On the organization of work in the Ministry of Education and Science of the Russian Federation on the formation of state assignments for educational organizations of higher education and scientific organizations subordinate to the Ministry of Education and Science of the Russian Federation, in the field of scientific activity" (hereinafter referred to as the Commission). 4.1.4. 4.1.6. The number of highly qualified scientific and technical workers is determined by the organization based on the ratio of the share of financial support for development projects, established by the organization in the amount of at least 10%, to the standard of financial support for the activities of a scientific and technical worker, which includes labor costs taking into account the average wages in the relevant region and overhead costs of the organization.

4.1.7. The procedure for selecting highly qualified scientific and technical workers is established by the organization. Organizations with a humanitarian profile have the right not to determine the number of highly qualified scientific and technical workers.

4.1.8. The quality of work is reflected by scientometric indicators, including: the number of publications in journals indexed in Russian and international information and analytical systems of scientific citation (Web of Science, Scopus, Russian Science Citation Index, Google Scholar, European Reference Index for the Humanities, etc. .); the number of intellectual activity results obtained; number of defended dissertations for the scientific degree of candidate or doctor of science, etc. (hereinafter referred to as scientometric indicators).

The values of scientometric indicators characterize the results of the implementation of scientific (scientific and technical) projects on initiative topics selected by the Ministry of Education and Science of the Russian Federation or an organization based on the results of a competition.

The calculation of the values of scientometric indicators is carried out by the Department of Science and Technology of the Ministry of Education and Science of the Russian Federation.

4.1.10. The values of scientometric indicators for the next financial year are determined by the formula:

4.1.11. Sources of information for calculating the values of indicators characterizing the volume of work are:

a) for values - minutes of the meeting of the commission on the formation of state assignments for educational organizations of higher education and scientific organizations;

b) for values - annual reporting of higher education organizations and scientific organizations on the implementation of state assignments in the field of scientific activity;

c) for values - annual orders on the provision of subsidies from the federal budget for the financial support of state assignments in the field of scientific (research) activities to educational organizations of higher education and scientific organizations, approved by the Ministry of Education and Science of the Russian Federation;

4.1.12. The values of scientometric indicators for the first year of the planning period are determined by the formula:

4.1.12. The forecast growth rates for the values of scientometric indicators are determined by the Department of Science and Technology of the Ministry of Education and Science of the Russian Federation:

a) for the indicator "number of articles in scientific journals indexed in the WEB of Science database ("Science Network")" - based on the established dynamics of the number of publications in the state program of the Russian Federation "Development of Science and Technology" for 2013-2020, approved by Decree of the Government of the Russian Federation of April 15, 2014 N 301;

b) for other scientometric indicators - based on data from monitoring the effectiveness of scientific activities of educational organizations of higher education and scientific organizations over the past three years.

4.2. Work on carrying out socially significant events in the field of education, science and youth policy, approved in the departmental list

4.2.1. Indicators characterizing the quality of work during socially significant events in the field of education, science and youth policy (hereinafter referred to as OPM) in terms of content and conditions (form) of their implementation reflect: the value of indicators characterizing the main parameters of the event and its results, such as the number held: seminars-meetings, cultural and educational events, the number of participants, days of the event, consultations, created methodological materials, conducted monitoring surveys and their timing, number of survey participants, implemented: methods, software products, systems, processes; number of created structural units, developed programs, publications about the event, etc.

4.2.2. The basis for including OZM in the state task is an order of the Ministry of Education and Science of the Russian Federation, issued on the basis of regulatory legal acts, instructions of the President of the Russian Federation, the Government of the Russian Federation, the Minister of Education and Science of the Russian Federation, minutes of the meeting of the commission for making decisions on inclusion in the state task OZM organizations in the field of education, science and youth policy and determining the amount of financial support for their implementation, as well as other grounds determining the expenditure obligations of the Ministry of Education and Science of the Russian Federation.

V. Grounds for making changes to the indicators of the volume of state assignments

5.1. Changes to the indicators of the volume of state assignments are made on the following grounds:

a) change in information that is the source of determining the value of indicators of the volume of public services, including technical errors in calculation;

b) change in information about the name of a public service or job;

c) change in the status or type of organization;

d) liquidation or reorganization of the organization;

e) receipt of information about the inability of the organization to fulfill the state task;

f) instructions for organizing MCH;

g) in order to implement the instructions of the President of the Russian Federation and the Government of the Russian Federation.

5.2. Based on the changes made to the indicators of the volume of the state task, a new state task is formed in the prescribed manner.

Since 2016, the state (municipal) task has been formed in accordance with the departmental list of state (municipal) services and works (hereinafter referred to as the departmental list) provided (performed) by state (municipal) institutions as the main types of activities.

The departmental list is formed and maintained by executive authorities exercising the functions and powers of the founder of budgetary or autonomous institutions, as well as the main managers of budgetary funds in charge of government institutions (hereinafter referred to as the bodies exercising the functions and powers of the founder) in accordance with the basic (sectoral) lists of state and municipal services and works (hereinafter referred to as the basic list). The latter, in turn, are approved by federal executive authorities that carry out the functions of developing public policy and legal regulation in established areas of activity (hereinafter referred to as the responsible federal executive authorities).

At the stage of forming the basic list, the responsible federal executive authority is given the authority to determine indicators characterizing the quality and volume of state (municipal) services or work, and their units of measurement. Thus, each registry entry in the basic list must acquire a certain set of volume and quality indicators. However, in practice, the responsible federal executive authorities, due to the lack of methodology and gaps in legislation, do not assign quality indicators to services or work.

From the basic list of services and works, information on indicators of volume, quality and their units of measurement migrates to the register records of the departmental list formed by the bodies exercising the functions and powers of the founder. A situation is inevitable in which different bodies exercising the functions and powers of the founder will assign different indicators (units of measurement) of volume to the same service. From the point of view of the methodology of the budget process, this is acceptable, but it will not allow further comparative assessment of the effectiveness of providing similar services by different institutions.

What is work and what is service

It is necessary to clarify the difference between services and works. In accordance with the comprehensive recommendations of the Ministry of Finance of the Russian Federation on issues related to the implementation of the provisions of the Federal Law of May 8, 2010 No. 83-FZ “On Amendments to Certain legislative acts Russian Federation in connection with the improvement legal status state (municipal) institutions”, “if the institution’s activities are carried out in the interests of a specific consumer - legal or individual, then it can be called a service (for example, providing higher education, providing library, bibliographic and information services to library users (book lending), organizing employment, showing a play, spa treatment). If the recipient of the service is society as a whole (the service is a so-called collective service) or an authority, then such activity can be classified as work (for example, performing applied scientific research, creating a performance, organizing motor transport services for an authority).” Thus, indicators characterizing the volume of work performed by an institution are often indeterminable in practice, which increases the importance of quality indicators for describing the expected results of work.

Nevertheless, I think it would be advisable to amend the regulations and oblige the responsible federal executive authorities to mandatory indicate a certain set of indicators characterizing the volume and quality of services, and quality indicators for work.

At the same time, the responsible federal executive authorities need to develop a methodology for determining volume and quality indicators, which, in turn, will be linked to target indicators of state programs of the Russian Federation and constituent entities of the Russian Federation, municipal programs.

Monitoring and control of volume and quality indicators are designed to improve the quality and accessibility of government (municipal) services and work, as well as evaluate the effectiveness of spending budget funds and increasing the efficiency of the institutions themselves.

At present, we can say that all the prerequisites have been created for improving the quality of state (municipal) services, effective and efficient spending of budgetary funds by government, subsidies by budgetary and autonomous institutions. The launch in 2015 of the component of the state information integrated system “Electronic Budget” for the formation and maintenance of basic and departmental lists provided the responsible federal executive authorities and bodies exercising the powers of the founder with the necessary information technology tools for the formation and maintenance of lists of services and works.
