4.1.7. The procedure for selecting highly qualified scientific and technical workers is established by the organization. Organizations with a humanitarian profile have the right not to determine the number of highly qualified scientific and technical workers.

4.1.8. The quality of work is reflected by scientometric indicators, including: the number of publications in journals indexed in Russian and international information and analytical systems of scientific citation (Web of Science, Scopus, Russian Science Citation Index, Google Scholar, European Reference Index for the Humanities, etc. .); the number of intellectual activity results obtained; number of defended dissertations for the scientific degree of candidate or doctor of science, etc. (hereinafter referred to as scientometric indicators).

4.2. Work on carrying out socially significant events in the field of education, science and youth policy, approved in the departmental list

4.2.1. 4.2.2. The basis for including OZM in the state task is an order of the Ministry of Education and Science of the Russian Federation, issued on the basis of regulatory legal acts, instructions of the President of the Russian Federation, the Government of the Russian Federation, the Minister of Education and Science of the Russian Federation, minutes of the meeting of the commission for making decisions on inclusion in the state task OZM organizations in the field of education, science and youth policy and determining the amount of financial support for their implementation, as well as other grounds determining the expenditure obligations of the Ministry of Education and Science of the Russian Federation.

Since 2016, the state (municipal) task has been formed in accordance with the departmental list of state (municipal) services and works (hereinafter referred to as the departmental list) provided (performed) by state (municipal) institutions as the main types of activities.

The departmental list is formed and maintained by executive authorities exercising the functions and powers of the founder of budgetary or autonomous institutions, as well as the main managers of budgetary funds in charge of government institutions (hereinafter referred to as the bodies exercising the functions and powers of the founder) in accordance with the basic (sectoral) lists of state and municipal services and works (hereinafter referred to as the basic list). The latter, in turn, are approved by federal executive authorities that carry out the functions of developing public policy and legal regulation in established areas of activity (hereinafter referred to as the responsible federal executive authorities).

At the stage of forming the basic list, the responsible federal executive authority is given the authority to determine indicators characterizing the quality and volume of state (municipal) services or work, and their units of measurement. Thus, each registry entry in the basic list must acquire a certain set of volume and quality indicators. However, in practice, the responsible federal executive authorities, due to the lack of methodology and gaps in legislation, do not assign quality indicators to services or work.

In order to formulate a state (municipal) assignment, a single volume indicator must be determined for each institution, on the basis of which, in fact, the volume of the state (municipal) assignment will be calculated. A situation is inevitable in which different bodies exercising the functions and powers of the founder will assign different indicators (units of measurement) of volume to the same service. From the point of view of the methodology of the budget process, this is acceptable, but it will not allow further comparative assessment of the effectiveness of providing similar services by different institutions.

What is work and what is service

It is necessary to clarify the difference between services and works. In accordance with the comprehensive recommendations of the Ministry of Finance of the Russian Federation on issues related to the implementation of the provisions of the Federal Law of May 8, 2010 No. 83-FZ “On Amendments to Certain legislative acts Russian Federation in connection with the improvement legal status state (municipal) institutions”, “if the institution’s activities are carried out in the interests of a specific consumer - legal or individual, then it can be called a service (for example, providing higher education, providing library, bibliographic and information services to library users (book lending), organizing employment, showing a play, spa treatment). If the recipient of the service is society as a whole (the service is a so-called collective service) or an authority, then such activity can be classified as work (for example, performing applied scientific research, creating a performance, organizing motor transport services for an authority).” Thus, indicators characterizing the volume of work performed by an institution are often indeterminable in practice, which increases the importance of quality indicators for describing the expected results of work.

Nevertheless, I think it would be advisable to amend the regulations and oblige the responsible federal executive authorities to mandatory indicate a certain set of indicators characterizing the volume and quality of services, and quality indicators for work.

At the same time, the responsible federal executive authorities need to develop a methodology for determining volume and quality indicators, which, in turn, will be linked to target indicators of state programs of the Russian Federation and constituent entities of the Russian Federation, municipal programs.

Monitoring and control of volume and quality indicators are designed to improve the quality and accessibility of government (municipal) services and work, as well as evaluate the effectiveness of spending budget funds and increasing the efficiency of the institutions themselves.

At present, we can say that all the prerequisites have been created for improving the quality of state (municipal) services, effective and efficient spending of budgetary funds by government, subsidies by budgetary and autonomous institutions. The launch in 2015 of the component of the state information integrated system “Electronic Budget” for the formation and maintenance of basic and departmental lists provided the responsible federal executive authorities and bodies exercising the powers of the founder with the necessary information technology tools for the formation and maintenance of lists of services and works.
