To approve the attached Procedure for the organization and implementation of educational activities for the main general educational programs - educational programs of primary general, basic general and secondary general education.

The procedure for the organization and implementation of educational activities for the main programs of primary, basic and secondary general education has been approved. It, among other things, establishes the features of the organization of educational activities for students with disabilities.

The procedure is mandatory for organizations engaged in educational activities (including for cadet schools, cadet (marine cadet) corps, Cossack cadet corps) and implementing these programs (including adapted ones), including individual entrepreneurs.

General education can be obtained in organizations that carry out educational activities, as well as in the forms of family education and self-education.

The forms of education and training in a specific program are determined by the parents (legal representatives) of a minor student, taking into account his opinion.

When choosing a family education, parents (legal representatives) inform the local self-government body of the municipal district or city district in which they live about this.

Education in the forms of family education and self-education is carried out with the right to subsequently pass an intermediate and state final certification in educational organizations.

It is allowed to combine various forms of education and training.

1 Goals and objectives of mastering the discipline

The purpose of mastering the discipline M2.F.4 "Management in the social sphere" is to form students' knowledge and ideas about the social sphere of the Russian Federation with an emphasis on its managerial aspects.

Discipline tasks:

    successful mastery of theoretical and practical material by students;

    development of the ability to logically and competently express and justify one's point of view on the problems of management in the social sphere;

2 The place of discipline in the structure of the PEP VPO

I. General provisions

1. The procedure for organizing and carrying out educational activities for the main general educational programs - educational programs of preschool education (hereinafter referred to as the Procedure) regulates the organization and implementation of educational activities for the main general educational programs - educational programs for preschool education, including the features of organizing educational activities for students with disabilities health.

2. Present Order is mandatory for organizations engaged in educational activities and implementing basic general educational programs - educational programs of preschool education, including individual entrepreneurs(hereinafter referred to as the educational organization).

II. Organization and implementation of educational activities

3. Preschool education can be obtained in organizations that carry out educational activities, as well as outside organizations - in the form of family education.

4. The forms of receiving preschool education and the forms of education for a specific basic general education program - the educational program of preschool education (hereinafter referred to as the educational program of preschool education) are determined by the federal state educational standard for preschool education, unless otherwise established by Federal Law of December 29, 2012 N 273- Federal Law "On Education in the Russian Federation"<1>.

5. An educational organization may use a network form of implementation of the educational program of preschool education, which ensures the possibility of its development by pupils using the resources of several organizations engaged in educational activities, and also, if necessary, using the resources of other organizations. The use of a network form for the implementation of educational programs of preschool education is carried out on the basis of an agreement between specified organizations <3>.

8. The content of preschool education is determined by the educational program of preschool education.

9. Requirements for the structure, volume, conditions for implementation and the results of mastering the educational program of preschool education are determined by the federal state educational standard for preschool education.

10. Educational programs of preschool education are independently developed and approved by educational organizations.

Educational programs for preschool education are developed and approved by an educational organization in accordance with the federal state educational standard for preschool education and taking into account the relevant exemplary educational programs for preschool education<4>.

In state and municipal educational organizations located on the territory of a republic of the Russian Federation, teaching and learning of the state languages ​​of the republics of the Russian Federation may be introduced in accordance with the legislation of the republics of the Russian Federation. The teaching and study of the state languages ​​of the republics of the Russian Federation should not be carried out to the detriment of the teaching of the state language of the Russian Federation<5>.

In groups of a general developmental orientation, the educational program of preschool education is being implemented.

In compensating groups, an adapted educational program of preschool education for children with disabilities is implemented, taking into account the peculiarities of their psychophysical development, individual capabilities, which ensures the correction of developmental disorders and the social adaptation of pupils with disabilities.

Health-improving groups are created for children with tuberculosis intoxication, frequently ill children and other categories of children in need of long-term treatment and the necessary set of special medical and recreational measures for them. In health-improving groups, the educational program of preschool education is being implemented, as well as a complex of sanitary-hygienic, health-improving and preventive measures and procedures.

In groups of a combined orientation, joint education of healthy children and children with disabilities is carried out in accordance with the educational program of preschool education, adapted for children with disabilities, taking into account the characteristics of their psychophysical development, individual capabilities, providing correction of developmental disorders and social adaptation of pupils with disabilities. health opportunities.

In an educational organization, the following can also be organized:

groups of young children without the implementation of the educational program of preschool education, ensuring the development, supervision, care and rehabilitation of pupils aged from 2 months to 3 years;

groups for supervision and care without the implementation of the educational program of preschool education for pupils aged from 2 months to 7 years.

In groups for supervision and care, a set of measures is provided for catering and household services for children, ensuring that they observe personal hygiene and daily routine;

family preschool groups in order to meet the needs of the population in the services of preschool education in families. Family preschool groups may have a general developmental orientation or provide supervision and care for children without implementing an educational program for preschool education.

Groups can include both pupils of the same age and pupils of different ages (different age groups).

15. Parents (legal representatives) of a minor pupil, who ensure that the pupil receives preschool education in the form of family education, have the right to receive methodological, psychological and pedagogical, diagnostic and advisory assistance without charging a fee, including in preschool educational organizations and general educational organizations, if appropriate counseling centers have been set up in them. Ensuring the provision of such types of assistance is carried out by state authorities of the constituent entities of the Russian Federation.<7>

III. Features of the organization of educational activities for persons with disabilities

16. The content of preschool education and the conditions for organizing the education and upbringing of children with disabilities are determined by an adapted educational program, and for disabled people also in accordance with an individual program for the rehabilitation of a disabled person<8>.

the presence of an assistant providing the child with the necessary assistance;

providing alternative formats for printed materials (large print) or audio files;

2) for children with hearing disabilities: providing appropriate sound means of reproducing information;

3) for children with disorders of the musculoskeletal system, the material and technical conditions should ensure the possibility of unhindered access for children to educational premises, canteens, toilets and other premises of the organization, as well as their stay in these premises (availability of ramps, handrails, extended doorways, elevators, local lowering of barriers to a height of not more than 0.8 m; availability of special chairs and other devices).

20. Preschool education for children with disabilities can be organized both jointly with other children, and in separate groups or in separate educational organizations<11>.

The number of students with disabilities in the study group is set to 15 people.

21. When receiving preschool education, pupils with disabilities are provided free of charge with special textbooks and study guides, other educational literature, as well as the services of sign language and sign language interpreters<12>.

16. Educational activities in general education programs, including adapted general education programs, are organized in accordance with the schedule of classes, which is determined by the educational organization.

17. The academic year in educational institutions begins on September 1 and ends in accordance with the curriculum of the relevant general education program. The beginning of the academic year may be postponed by an educational organization when implementing a general education program in full-time in absentia training for no more than one month, in correspondence form of training - no more than three months.

In the process of mastering general education programs, students are provided with vacations. The start and end dates of vacations are determined by the educational organization independently.

18. Class occupancy, with the exception of compensatory education classes, should not exceed 25 people.

19. The development of the general education program, including a separate part or the entire volume of the subject, course, discipline (module) of the general education program, is accompanied by ongoing monitoring of progress and intermediate certification of students. The forms, frequency and procedure for conducting ongoing monitoring of progress and intermediate certification of students are determined by the educational organization independently.

19.1. In the first grade, training is conducted without scoring students' knowledge and homework.

20. Mastering the basic educational programs of basic general and secondary general education by students ends with final certification, which is mandatory.

Persons mastering an educational program in the form of family education or self-education, or who have studied under an educational program of basic general or secondary general education that does not have state accreditation, have the right to externally pass an intermediate and state final certification in an educational organization for educational programs of basic general and secondary general education that have state accreditation is free. When passing the specified attestation, external students enjoy the academic rights of students according to the relevant educational program.

Students who have fully mastered the corresponding educational program of the academic year are transferred to the next class.

Students who do not pass the midterm assessment for good reasons or have academic debts are transferred to the next grade conditionally.

24. In order to receive, without discrimination, quality education for persons with disabilities, the following are created:

the necessary conditions for the correction of developmental disorders and social adaptation, the provision of early corrective assistance based on special pedagogical approaches and the most suitable languages, methods and ways of communication for these individuals;

conditions that contribute to the maximum extent to obtaining education of a certain level and a certain focus, as well as to the social development of these people, including through the organization of inclusive education for people with disabilities.

26. 27. In educational organizations that carry out educational activities on adapted general educational programs for students with severe speech impairments, two departments are created:

1st department - for students with severe general underdevelopment of speech (alalia, dysarthria, rhinolalia, aphasia), as well as students with general underdevelopment of speech, accompanied by stuttering;

As part of the 1st and 2nd departments, classes (groups) of students with the same type of speech pathology are completed, with the obligatory consideration of the level of their speech development.

28. In the event that students complete the development of adapted general education programs of basic general education before reaching the age of majority and cannot be employed, classes (groups) are opened for them with in-depth study of individual academic subjects, subject areas of the corresponding educational program.

29. In an educational organization carrying out educational activities according to adapted general educational programs, it is allowed:

co-education of students with mental retardation and students with autism spectrum disorder, whose intellectual development is comparable to mental retardation;

joint education in educational programs for students with mental retardation and students with an autism spectrum disorder whose intellectual development is comparable to mental retardation (no more than one child in one class).

Students with an autism spectrum disorder, whose intellectual development is comparable to mental retardation, are provided with special support for the period of adaptation to being in an educational organization (from six months to 1 year).

For the successful adaptation of students with autism spectrum disorders in group classes, in addition to the teacher, there is an educator (tutor), individual classes are organized with a teacher-psychologist to develop communication skills, support emotional and social development such children at the rate of 5-8 students with an autism spectrum disorder per one position of a teacher-psychologist.

30. The implementation of adapted general educational programs in terms of labor training is carried out on the basis of regional conditions focused on the need for workers, and taking into account the individual characteristics of psychophysical development, health, opportunities, as well as the interests of students with disabilities and their parents (legal representatives) based on the choice of labor profile, which includes the preparation of the student for individual labor activity.

Students who have completed grade 9 (10) are admitted to classes (groups) with in-depth study of individual subjects, subject areas of the corresponding educational program. 33. For students in need of long-term treatment, disabled children who, for health reasons, cannot attend educational organizations, on the basis of the conclusion of a medical organization and a written request from parents (legal representatives), general education programs are organized at home or in a medical organization.

1. General Provisions

1.1. This Regulation defines measures to ensure the safety of train traffic, the safety of passengers and infrastructure users, the safety of existing engineering communications in the production of construction and construction and installation works (hereinafter referred to as work) at railway stations, hauls, as well as in the right of way of railways and in the security zone of production facilities, structures and devices of Russian Railways. The procedure for obtaining by subdivisions of Russian Railways, which are entrusted with the functions of a customer (hereinafter referred to as the Customer), and contracting construction organizations, permits for the performance of work in the area of ​​operation of technical structures and devices of railways, as well as the procedure for ensuring control over their production.

1.2. When engaging third-party organizations to perform work at the facilities of Russian Railways, the requirements for the application of these Regulations must be included by the Customer in contracts with these organizations.

When performing work on laying communications, arranging junctions of railway tracks in general and not common use and other types of work performed on orders from third-party organizations within the boundaries of railways - regional centers of corporate governance, the requirements for the application of this Regulation should be included in the technical specifications issued to these organizations for the implementation of these types of work.

1.3. Permissive documents for the performance of work are a permit for the construction (reconstruction) of infrastructure facilities of JSC Russian Railways (hereinafter referred to as a construction permit), an act-permit for the construction, reconstruction of infrastructure facilities of JSC Russian Railways (hereinafter referred to as an act-tolerance) and an order-tolerance for the performance of work in the area of ​​operation of technical structures and devices of railways (hereinafter referred to as the work permit).

1.4. When performing work at the facilities of the passenger complex without decommissioning them in without fail to provide in the project for the production of work measures to ensure the safety of passengers when boarding, disembarking and staying in the work area.

2. Procedure for obtaining a building permit

2.1. A building permit is issued in the manner prescribed by the legislation of the Russian Federation. Documents for obtaining a building permit are drawn up and submitted to the appropriate authorities by the Customer.

3. The procedure for obtaining an act of admission

3.1. The certificate of admission to perform work on the construction, reconstruction and (or) repair of infrastructure facilities of Russian Railways in the area of ​​operation of technical structures and devices is agreed upon by the head of the infrastructure directorate, approved and issued construction organization chief engineer railway, or by his decision, the deputy chief engineer of the railway for territorial administration. The permit certificate can be issued both for the construction of facilities that are part of complex investment projects, and for the construction of facilities being built under separate projects, for the entire scope of work and for a period stipulated by the treaty contract (work order).

For work at the infrastructure facilities of Russian Railways JSC located outside the right of way of the railway, which are under the jurisdiction of the Directorates - branches of Russian Railways (hereinafter referred to as the Directorate), the approval certificate is issued by the chief engineer of the Directorate or, by his decision, one of the deputy heads of the Directorate .

3.2. As part of the implementation of a comprehensive investment project Russian Railways, an act of admission is issued to the general contractor (for the entire scope of work).

3.3. To obtain an act of admission, the contractor submits the following documents:

3.3.1. Design documentation approved in the established order (if it was not received earlier from the Customer) in the following composition: explanatory note, construction organization project (hereinafter - PIC). If necessary, other necessary sections of the project documentation are additionally provided upon request.

3.3.2. Certified copies of constituent documents*.

3.3.3. A certified copy of the contract (work order) between the Customer and the general contractor *.

3.3.4. A certified copy of the certificate for the right to perform the work specified in the contract, received from self-regulatory organization* .

3.3.5. Work schedule agreed by the Customer.

3.3.6. Draft schedule for the provision of "windows" indicating the estimated need for the provision of materials, machines and mechanisms according to the work technology provided for in the POS.

3.3.7. Stroygenplan indicating the location of shift camps, places for equipment storage.

3.3.8. Measures to prevent the use of construction equipment during non-working hours, the procedure for medical examination of drivers of construction equipment.

3.3.9. Orders on the appointment of a person responsible for the production of work (work manager) at this facility and a person responsible for ensuring traffic and operation safety railway transport.

3.3.10. List of work supervisors who have been certified in accordance with the Order of the Ministry of Transport of Russia dated July 11, 2012 No. 231 “On approval of the Procedure and terms for the certification of railway workers whose production activities are related to the movement of trains and shunting work on public railways, as well as the procedure for the formation of an attestation commission”, by order of Russian Railways OJSC dated March 26, 2013 No. 731r “On the certification of employees of Russian Railways”. whose production activities are connected with the movement of trains and shunting work on public railways.

Prior to the start of work on the construction, reconstruction and (or) repair of infrastructure facilities of Russian Railways, the head of the regional directorate of infrastructure, together with the chief engineer of the railway or the deputy chief engineer of the railway for territorial administration, organizes the certification of the heads of contractor construction organizations responsible for the performance of work on public railroad tracks.

3.3.11. List of persons authorized to drive special self-propelled rolling stock (hereinafter referred to as SSPS), locomotives and earth-moving equipment, copies of certificates for the right to drive SSPS and locomotives and other documents.

3.3.12. A list of SSPS, locomotives, earth-moving equipment, approved by the regional directorate of infrastructure in accordance with the procedure established by Russian Railways, indicating the timing of factory, depot repairs and other planned types of work, with the application of a technical inspection certificate **.

3.3.13. The list of subcontractors involved in the performance of certain types of work with the attachment of the documents specified in paragraphs. 3.3.2, 3.3.4, 3.3.8, 3.3.9, 3.3.10, 3.3.12.

3.3.14. Copies of orders for the contractor on the appointment of persons entitled to issue work permits.

3.3.15. A duly approved project for the production of works (hereinafter referred to as the NDP) for the construction, reconstruction, modernization and overhaul passenger facilities should contain measures to ensure the safety of passengers for the period of work. Measures must be agreed with the operating organization.

3.3.16. When carrying out work on the reconstruction, modernization and repair of passenger complex facilities, the PPR is additionally agreed with the involved structural divisions of Russian Railways.

3.3.17. When attracting additional subcontractors during the construction process, it is allowed for them to obtain approval certificates on their own with the consent of the general contractor.

3.4. Submitted materials are considered within 5 working days. Based on the results of the consideration, an admission certificate or reasonable comments are issued, which must be eliminated within 5 working days.

3.5. If there are disagreements on the work schedule and the draft schedule for the provision of "windows", they are eliminated in the manner prescribed by the head of the railway, within 15 calendar days.

3.6. Simultaneously with the act of admission of the contractor, the following are issued:

3.6.1. Copies of orders on the appointment of responsible persons for the organization of supervision and control of construction work by the divisions of Russian Railways.

3.6.2. Summary plan of existing utilities at the time of transfer construction site for construction (reconstruction), agreed by the balance holders.

3.7. The deputy chief engineer of the railway (for the region), within the limits of territorial responsibility, determines the procedure for registering certificates of permits issued to contractors for the construction of facilities located within the boundaries of the region.

3.8. In case of violation of the rules for the production of work and the requirements of this Regulation, the person who issued the certificate of admission has the right to withdraw it.

4. The procedure for issuing a work permit

4.1. The basis for issuing work permits to performers of work in a construction organization is an admission certificate and a PPR approved in the prescribed manner.

4.2. The work permit is issued in accordance with SNiP 12-03-2001 "Labor safety in construction" for the period necessary to complete the specified scope of work.

4.3. The work permit for the period of granting the "window" is issued in accordance with the Instruction on the procedure for providing and using "windows" for repair, construction and installation work on the railways of Russian Railways, approved by order of Russian Railways dated November 29, 2011 No. 2560r, Electrical Safety Rules for employees of Russian Railways JSC when servicing electrified railway tracks, approved by Russian Railways JSC on July 3, 2008 No. 12176.

4.4. The work permit is agreed upon by the Deputy Chief Engineer of the Railway for Territorial Administration or a person replacing him.

4.5. For approval of the work permit, the contractor submits the following documents:

Construction permit certificate;

PPR;

Certified copies of the order on the appointment of the head of work.

4.6. The full PPR includes:

Calendar plan for the production of works on the object;

Construction master plan;

Consolidated communication plan agreed by the balance holders with the application of all existing changes at the time of issue;

Arrival schedule building structures, products, materials and equipment;

Schedule of the movement of workers on the object;

Schedule of movement of construction vehicles around the facility;

Technological maps for the performance of types of work;

Schemes of placement of geodetic signs;

An explanatory note containing decisions on the production of geodetic works, decisions on the laying of temporary water networks. heat, power supply and lighting of the construction site and workplaces;

Justifications and measures for the use of mobile forms of work organization, modes of work and rest.

In PPR, in addition to materials that meet the requirements of SNiP 12-03-2001 "Labor safety in construction", should include:

The list of zones of combined work (taking into account work in places where underground utilities), which require the presence of representatives of those involved structural divisions, directorates of road and central subordination;

Construction master plans on non-linear objects of infill development located in the area of ​​operation of technical structures and devices (depots, EC posts, railway stations and others) of railways;

Decisions on the production of works, the need for energy resources, the need and binding of camps of builders and mobile (inventory) buildings;

Measures to ensure the safety of train traffic, the safety of passengers and the safety of the existing railway infrastructure;

Measures to ensure the safety of materials, products, structures and equipment at the construction site;

Environmental measures;

Measures to ensure the safety of passengers when boarding, disembarking and staying in the work area;

The act of instrumental verification of the location of engineering communications at the work site (ShCh, ECh, RCS, DTV, etc.);

Requirements to prohibit the presence of workers in the work area without signal vests manufactured in accordance with TU 85 72-002-00302907-2005, developed in accordance with GOST R 12.4.219-99 "Special high-visibility signal clothing". Stencils with the name of the organization performing the work should be applied to signal vests from the back;

Measures that ensure the implementation of commissioning and verification of dependencies in signaling devices, including those determining the actions of work managers in emergency situations;

Measures for labor protection and safety in construction;

Measures to prevent collisions of rolling stock on railways operating in the zone, including the exclusion of violations of safety requirements by workers detected by the information system "Person on the way" (Appendix No. 1 to the Regulations on the organization in Russian Railways of work on the information system on the way”, approved by order of Russian Railways dated June 25, 2010 No. 1361r) in accordance with SNiP 12-03-2001 “Labor safety in construction”.

4.7. Prior to the start of work, all employees involved in the construction of the facility must be familiarized with the WEP.

4.8. Prior to the start of work, the contractor must provide the chief auditor for train traffic safety, the deputy chief auditor of the railway (for the region) with the following documents:

PPR;

A certified copy of the order on the appointment of the head of work.

4.9. Chief Engineer The railway establishes the procedure for maintaining the register of issued work permits, uniformity, completeness of accounting and the responsibility of specific persons for its maintenance.

5. The procedure for organizing control over the performance of work in the area of ​​​​operation of technical structures and devices

5.1. The deputy head of the railway, or the deputy chief engineer of the railway, approves the procedure for monitoring the performance of work.

5.2. The customer is obliged to conclude an agreement with design organizations for copyright supervision.

5.3. The customer, by his order, determines the responsible persons who carry out technical supervision of the construction and acceptance of the work performed at the facility.

A certified copy of the order (extract from the order) is sent to the general contractor, the chief engineer of the railway.

Simultaneously sends a copy of the contract for the implementation of architectural supervision.

5.4. Heads of regional directorates approve the lists officials assigned to facilities whose responsibilities include monitoring the work of construction and installation organizations during the period of work at railway infrastructure facilities.

5.5. Before starting work, the work manager from the contractor, together with a representative of the operating organization, conducts an instrumental check of the location of utilities at the work site with the execution of an act, with the obligatory presence of a representative of the operating organization during the performance of work.

5.6. In the presence of engineering communications within the boundaries of the work, the operating unit installs temporary signs indicating the presence and direction of laying cable routes and other communications, and transfers them against signature to the work foreman.

5.7. The admission of contractors to perform work is carried out in accordance with the requirements of the Rules for the Technical Operation of Railways of the Russian Federation.

5.8. When performing construction (reconstruction), modernization and repair of Russian Railways infrastructure facilities, including passenger complex facilities, operating organizations are obliged to monitor the organization of work carried out both by contract and on their own.

5.9. Access to work on power supply devices is carried out by order of the energy dispatcher.

5.10. To ensure the safety of train traffic and the safety of engineering communications, work in power supply devices (contact network, overhead and cable power lines), as well as in existing power plants in accordance with the Safety Rules for the operation of a contact network and power supply devices for automatic blocking of railways of Russian Railways, approved by Russian Railways JSC on December 16, 2010 No. 103, the Safety Instruction for electricians of the contact network approved by Russian Railways JSC on December 16, 2010 No. 104, and the Safety Instruction for the operation of electric traction installations of substations and railway power supply areas, approved by JSC " Russian Railways" March 17, 2008 No. 4054, are carried out:

Under the guidance of a person responsible for the production of work in a position not lower than a foreman, having a secondary vocational or higher education, an electrical safety clearance group of at least V in electrical installations over 1000 V and not lower than IV in electrical installations up to 1000 V, and practical experience in power supply devices of at least one year;

According to work permits of forms EU-115 (for the performance of work on the contact network, power lines, overhead lines and related devices) and EU-44 (for work in electrical installations of traction substations, sectioning posts and energy), issued by the heads of linear divisions of power supply distances.

To ensure the safety of train traffic, work related to the violation normal operation signaling and communication devices are carried out with the direct participation of the responsible employee of the signaling, centralization and blocking distance, as well as the responsible employee of the regional communication center within their competence in accordance with the requirements of the Instruction for ensuring the safety of train traffic during the technical operation of signaling devices and systems, approved by order of Russian Railways "No. 2055r dated September 20, 2011 (TsSh-530-11).

The responsible employee of the signaling distance ensures turning off and on the signaling devices with checking their operation and making an entry in the inspection log form DU-46.

5.11. Earthworks are carried out after checking for the absence of cables and other communications within the boundaries of the work, as well as after taking measures to protect or transfer cable routes to a safe distance.

5.12. It is prohibited to carry out work if at least one representative from the operating units is absent at the work site. The presence of representatives of the operating units, who agree on the start of work, is checked by established communication with the train dispatcher or the duty officer at the railway station.

5.13. Responsible representatives of operating units, inspectors of the Customer must and have the right to:

Require contractors to perform work in full compliance with the approved project documentation, compliance with SNiP, technical conditions and requirements of other normative documents for the production and acceptance of work on railway transport;

Demand the termination of work performed with deviations from the project, or upon detection of a defect that entails a decrease in the operational qualities of the object;

Enter requirements and instructions on the quality of work, building materials, products and structures used in the work production log;

Require, in accordance with the established procedure, to eliminate the identified deficiencies in the performance of work;

Prohibit the performance of work in the event of a situation that threatens the safety of train traffic, the threat of rolling stock colliding with workers;

Require special briefing of employees and provision of additional security measures in the areas of passenger train traffic at speeds of more than 140 km/h and up to 250 km/h in accordance with Section VI of the Rules for the Technical Operation of Railways.

5.14. If hazardous or harmful production factors that are not provided for by work permits arise in the course of the work, the head of the work of the contractor must suspend work until these factors are eliminated and new work permits are obtained.

5.15. If during the performance of work, cases of non-fulfillment of measures provided for by work permits or violations of the technology for the production of work are allowed, security threatening people, train traffic, pollution of the natural environment, the safety of engineering structures and devices, those responsible for supervision and control over the production of work have the right to withdraw work permits with the issuance of an order to prohibit further work, followed by a written notification of the persons who issued the work permits.

5.16. Heads of the railway, deputy heads of the railway (for the region) have the right to involve representatives of directorates and divisions located within the borders of the railway for the purposes of implementing these Regulations, including the creation of commissions or working groups on a permanent basis.

6. Safety of passengers and infrastructure users in the course of work at the facilities of the passenger complex

6.1. The "Contractor" of the performance of work is obliged to make sure that the necessary measures have been taken before starting and during the work:

Ensure free and safe access of passengers (infrastructure users) to passenger facilities and to the places of embarkation and disembarkation;

Establish fencing of work sites and passenger embarkation and disembarkation zones;

Arrange temporary passages to passenger platforms, as well as, if necessary, install additional lighting;

Organize the application of warning signs on the production of works;

Organize the development and posting of the scheme of the temporary landing-disembarkation zone;

Visual informing passengers (infrastructure users) at stopping points about ongoing work on passenger facilities;

Availability of visual information about the manufacturer of work, indicating contact numbers and terms of work;

Exclude warehousing and storage of materials on the areas of passenger facilities during repair work.

6.2. The "balance holder" of the construction object is obliged:

Organize notification in electric trains about the repair work on boarding platforms and the rules of conduct when boarding and disembarking at these stopping points;

Conduct inspections of the contractor's implementation of measures to ensure the safety of passengers at passenger infrastructure facilities during repairs;

In case of detection of violations, immediately inform the Customer of these works, if necessary, has the right to stop repair work until the identified violations are eliminated;

Together with the Customer, before admission to repair work, instruct the Contractor of the work, check the availability of PPR and POS, Special attention pay attention to the routes of service passages, sections of labor protection and safety of passengers, illumination of places where work is carried out, fencing dangerous places, the availability of temporary visual information and storage of materials.

6.3. The "customer" of the construction object is obliged:

Together with the Contractor, develop measures to ensure the safety of passengers (infrastructure users) at the facilities of the passenger complex during the performance of work, including a diagram of the route for the safe passage of passengers in the area of ​​work to the place of embarkation and disembarkation, the presence of warning signs, passage signs;

Develop schemes together with the "Contractor"; storage of materials (new and dismantled structures);

At least once a month, together with the Balance Holder and the Contractor, conduct inspections of the facility under construction.
