1. To approve the attached provision on the development, adoption, implementation, the jurisdiction and application of all-Russian classifiers of technical and economic and social information in the socio-economic field.
2. To establish that the Federal Agency for Technical Regulation and Metrology exercises and enforcement of all-Russian classifiers of technical and economic and social information in the socio-economic field (hereinafter - all-Russian classifiers), as well as interdepartmental coordination of works on their development, maintenance and application .

1. This Regulation establishes the procedure for the development, adoption, implementation, implementation and application of all-Russian classifiers of technical and economic and social information in the socio-economic field (hereinafter - all-Russian classifiers), including in the field of forecasting, statistical accounting, banking activities and taxation, with interdepartmental information exchange, creating information systems and information resources.

The maintenance of all-Russian classifiers includes the submission of changes in the established procedure made to all-Russian classifiers, to include them in the information and computational network of the Federal State Statistics Service, to the Federal Information Fund of Technical Regulations and Standards, for their official publication, as well as making changes In automated databases of all-Russian classifiers.

5. The Federal State Statistics Service provides the maintenance of the automated database of all-Russian classifiers (classifier data bank) and the use of an information and computing network of the service to provide texts of all-Russian classifiers and changes made to them, other information related to all-Russian classifiers, government authorities, local government authorities , organizations and individuals, develops the necessary instructive-methodological documents and technological means necessary for this.

6. The use of all-Russian classifiers is mandatory when creating state information systems and information resources, as well as with interdepartmental exchange of information and in other cases established by the legislation of the Russian Federation.
All-Russian classifiers are used in legal acts in the socio-economic field for the unambiguous identification of legal relations.
7. The use of all-Russian classifiers is provided by:
direct use of all-Russian classifiers without changing the codes adopted in them and items;
inclusion in all-Russian classifiers of additional objects of classification and classification features that do not violate codes and the names of the positions of all-Russian classifiers and the backup positions provided for in them.
8. The federal executive bodies in the development of draft legal acts related to the creation of state information systems and information resources are coordinated with the Federal State Statistics Service these projects in terms of the mandatory use of all-Russian classifiers in order to ensure comparability of economic and statistical data on the activities of organizations and individual entrepreneurs .

9. The definition of a classification object code related to the activities of the economic entity is carried out by an economic entity independently by assigning this facility to the appropriate code and the name of the position of the All-Russian Classifier, with the exception of cases established by the legislation of the Russian Federation.
10. The provision of public authorities, local governments, organizations and individuals of information concerning all-Russian classifiers and changes made in them provide:
Federal Agency for Technical Regulation and Metrology and the Federal State Statistics Service - in relation to all all-Russian classifiers;

11. The information provided in accordance with paragraph 10 of this Regulation includes:
bibliographic information about the All-Russian Classifier, including the Date of Enforcement, the Federal Executive Authority, which ensures the development, maintenance and application of the All-Russian Classifier, and the availability of changes;
the text of the all-Russian classifier and changes made to it.
12. Bibliographic information about all-Russian classifiers is provided free of charge.
The texts of all-Russian classifiers and changes made in them are provided in the manner established by the Ministry of Industry and Trade of the Russian Federation, together with the Federal State Statistics Service, in coordination with the federal executive bodies specified in paragraph 10 of this Regulation.

3. Federal Agency for Technical Regulation and Metrology:
a) ensures that the technical committee created in the established manner under all-Russian classifiers of the examination of projects of all-Russian classifiers and changes made in them, consideration of projects of all-Russian classifiers and other documents related to their documents;
b) determines when adopting a all-Russian classifier together with the federal executive authority responsible for the development, maintenance and application of this all-Russian classifier, the date of its introduction;
c) ensures the inclusion of adopted all-Russian classifiers and changes made to the Federal Information Fund of Standards, organizes centralized accounting, registration, acquisition and storage of all-Russian classifiers, as well as their updating;
d) organizes in the prescribed manner official publication, publication and dissemination of all-Russian classifiers and changes made to them;
e) provides a submission to the Federal State Statistics Service of the accepted all-Russian classifiers and changes made to them.

The maintenance of all-Russian classifiers includes the submission in the established procedure of changes made to all-Russian classifiers, to include them in the information and computing network of the Federal State Statistics Service, to the Federal Information Fund of Standards, for their official publication, as well as making changes to automated bases data of all-Russian classifiers.
