In order to form public policy to improve the situation of children in Russian Federation Guided by the Convention on the Rights of the Child, I decide:
1. Approve the attached The National Strategy
2. The head of the Presidential Administration of the Russian Federation, within 2 months, submit for approval a draft provisions on the Coordinating Council under the President of the Russian Federation for the implementation of The National Strategy actions in the interests of children for 2012 - 2017 and proposals for its composition.
3. To the Government of the Russian Federation:
a) within 3 months to approve plan priority measures until 2014 to implement the most important provisions The National Strategy actions in the interests of children for 2012-2017;
b) provide, when forming the draft federal budget for the next financial year and for the planning period, budgetary allocations for implementation The National Strategy actions in the interests of children for 2012 - 2017.

I. Introduction
According to the Universal Declaration of Human Rights, children have the right to special care and assistance. Constitution The Russian Federation guarantees state support for families, mothers and children. By signing The convention on the rights of the child and other international acts in the field of ensuring the rights of children, the Russian Federation has expressed its commitment to participate in the efforts of the world community to create an environment that is comfortable and friendly for the life of children.
In the Russian Federation, the National Action Plan for Children was adopted in 1995 and covers the period up to 2000. As part of the next stage of the country's socio-economic development, it is relevant to develop and adopt a new document - the National Strategy for Action in the Interests of Children for 2012-2017 (hereinafter referred to as the National Strategy).
The main goal of the National Strategy is to determine the main directions and tasks of state policy in the interests of children and the key mechanisms for its implementation, based on the generally recognized principles and norms of international law.
In the last decade, ensuring a safe and secure childhood has become one of Russia's main national priorities. The messages of the President of the Russian Federation to the Federal Assembly of the Russian Federation set the task of developing a modern and effective state policy in the field of childhood. Childhood problems and ways to solve them are reflected in Concepts long-term socio-economic development of the Russian Federation for the period up to 2020, Concepts demographic policy of the Russian Federation for the period up to 2025.
Tool practical solution Many issues in the field of childhood have become the implementation of the priority national projects "Health" and "Education", federal target programs. A number of critical pieces of legislation have been adopted to prevent the most serious threats to the enjoyment of children's rights. New state and public institutions have been created: the position of the Commissioner for the Rights of the Child under the President of the Russian Federation has been established, the institution of the Commissioner for the Rights of the Child has been created in a number of constituent entities of the Russian Federation, and the Fund for Supporting Children in Difficult Life Situations has been established. Increased funding social spending from the federal budget and the budgets of the constituent entities of the Russian Federation, new measures have been taken to provide social support to families with children. For the first time in Russia, a large-scale nationwide information campaign to combat child abuse was carried out, put into practice single number helpline.
As a result of the measures taken, there have been positive trends in an increase in the birth rate and a decrease in child mortality, an improvement in the socio-economic situation of families with children, an increase in the availability of education and medical care for children, increasing the number of children without parental care placed in families.
At the same time, the problems associated with the creation of a comfortable and friendly environment for the life of children remain acute and are far from a final solution. The child population continues to decline, and a significant proportion of preschool children and students in educational institutions have various diseases and functional abnormalities.
According to the General Prosecutor's Office of the Russian Federation, the number of violations of children's rights revealed is not decreasing. In 2011, more than 93 thousand children became victims of crime. The number of disabled children, orphans and children left without parental care is declining at a low rate. The problems of teenage alcoholism, drug addiction and substance abuse are acute: almost a quarter of crimes are committed by minors in a state of intoxication.
Development high tech, the openness of the country to the world community led to the vulnerability of children from illegal content in the information and telecommunications network "Internet" (hereinafter - the "Internet"), aggravated the problems associated with the sale of children, child pornography and prostitution. According to the Ministry of Internal Affairs of Russia, the number of sites containing materials with child pornography has increased by almost a third, and the number of Internet materials themselves has increased by 25 times. A significant number of suicide sites are available to adolescents at any time.
According to Rosstat data, in 2010 the share of low-income children under the age of 16 exceeded the average Russian poverty level. The most vulnerable are children aged one and a half to three years, children from large and single-parent families and children of unemployed parents.
The scale and severity of the existing problems in the field of childhood, emerging new challenges, the interests of the future of the country and its security are urgently required from the state authorities of the Russian Federation, local self-government bodies, civil society taking urgent measures to improve the situation of children and their protection.
1. The main problems in the field of childhood
Insufficient efficiency of existing mechanisms for ensuring and protecting the rights and interests of children, failure to comply with international standards in the field of children's rights.

Prevalence of family problems, child abuse and all forms of violence against children.

2. Key principles of the National Strategy
Realization of the fundamental right of every child to live and be raised in a family. In the Russian Federation, conditions should be created to ensure the observance of the rights and legitimate interests of the child in the family, the timely detection of their violations and the organization of preventive assistance to the family and the child, the provision of targeted support to families in need of it with children who find themselves in difficult life situations, and, if necessary, be accepted measures for the placement of children left without parental care for education in the families of citizens.
Protecting the rights of every child. In the Russian Federation, a system should be formed to ensure a response to the violation of the rights of every child without any discrimination, including diagnosing the situation, planning and taking the necessary set of measures to ensure the observance of the rights of the child and restore the violated rights; legal education; providing rehabilitation assistance to every child who has become a victim of abuse or criminal abuse.
Maximum realization of the potential of each child. In the Russian Federation, conditions must be created for the formation of a decent life perspective for each child, his education, upbringing and socialization, the maximum possible self-realization in socially positive activities.
Preserving the health of every child. In the Russian Federation, measures should be taken to create a need for a healthy lifestyle in families and children, universal early prevention of morbidity, the introduction of health-saving technologies in all spheres of a child's life, and the provision of qualified medical care in all situations.
Assistance technologies focused on the development of the family's internal resources, meeting the needs of the child and implemented with the support of the state. In the Russian Federation, it is necessary to more widely introduce effective technologies of social work, which involve relying on people's own activity, providing them with the opportunity to participate in solving their problems along with specialists, and looking for non-standard economic solutions.
Special attention to vulnerable groups of children. In the Russian Federation, in all cases, special and sufficient attention should be paid to children belonging to vulnerable categories. It is necessary to develop and introduce forms of work with such children, allowing them to overcome their social exclusion and promoting rehabilitation and full integration into society.
Ensuring professionalism and high qualifications when working with every child and his family. In the Russian Federation, the formation and implementation of policy in the field of childhood should be based on the use of the latest achievements of science, modern technologies including in social sphere... It is necessary to provide conditions for high-quality training and regular professional development of personnel in all sectors, one way or another related to work with children and their families.

In the Russian Federation, the policy in the field of childhood should be based on technologies of social partnership, public and professional expertise, implemented with the participation of the business community, through the involvement of public organizations and international partners in solving urgent problems related to ensuring and protecting the rights and interests of children. It is necessary to take measures aimed at creating an open market for social services, creating a system of public control in the field of ensuring and protecting the rights of children.
The national strategy has been developed for the period up to 2017 and is designed to ensure the achievement of existing international standards in the field of child rights, the formation of a unified approach of state authorities of the Russian Federation, local government bodies, civil society institutions and citizens to the definition of goals, objectives, areas of activity and priority measures for solving the most pressing problems of childhood.
The national strategy is developed taking into account the Council of Europe Strategy for the Protection of the Rights of the Child 2012-2015, which includes the following main objectives: to promote the emergence of child-friendly services and systems; the elimination of all forms of violence against children; guaranteeing children's rights in situations where children are particularly vulnerable.
Participation in the implementation of the provisions of the said Strategy of the Council of Europe, current international treaties in the field of ensuring and protecting the rights of children and improving Russian legislation in accordance with the generally recognized principles and norms of international law will harmonize the activities of Russia to protect the rights and interests of children with the activities of the world community, will contribute to the dissemination of the positive experience of European countries on the territory of the Russian Federation and the promotion of innovative Russian experience to the world arena, to protect the rights and interests of Russian children anywhere in the world.
The implementation of the National Strategy is envisaged to be carried out in the following main areas: family policy of saving children; availability of quality education and upbringing, cultural development and information security of children; child friendly health care and healthy lifestyles; equal opportunities for children in need of special state care; creation of a system for the protection and provision of the rights and interests of children and child-friendly justice; children are participants in the implementation of the National Strategy.
II. Childhood Saving Family Policy
1. Brief analysis of the situation
Despite the observed in last years the increase in the birth rate, the number of children under the age of 17 has decreased in 10 years from 31.6 million in 2002 to 25 million in 2011.
Large and single-parent families are characterized by the highest risks of poverty. The demand for affordable goods and services for children is insufficiently met.
The transformation of the institution of the family is accompanied by a high level of social ill-being in families, which is associated with drunkenness and alcoholism, drug addiction, degradation of family and social values, and social orphanhood. In cases of untimely identification and failure to provide effective preventive assistance to families with children in the early stages, the main measures to protect the rights of the child are deprivation and restriction of parental rights (57.4 thousand parents in 2011).
Abuse of children is unacceptably widespread, including physical, emotional, sexual abuse of children, neglect of their basic needs.
2. Main tasks
Reducing poverty among families with children and ensuring a minimum guaranteed income.

6. Measures aimed at preventing the removal of a child from the family, social orphanhood
Organization on an interdepartmental basis of a system for early detection of social disadvantage of families with children and integrated work with them to prevent the breakdown of the family and deprive parents of parental rights (with the participation of social protection authorities, education, health care, employment services, commissions for minors and the protection of their rights, guardianship and guardianship authorities) with proper coordination of the activities of all services in the field of family rehabilitation ...

Implementation of a system for the prevention of abandonment of children at birth and (or) placement in medical institutions, especially in cases of detection of developmental disorders and minority of mothers in a child.
The introduction of a ban on the removal of children from families without prior social rehabilitation work, including the possibility of replacing the deprivation of parental rights by restricting parental rights with the organization of rehabilitation work with families during this period.

III. Availability of quality education and upbringing, cultural development and information security of children
1. Brief analysis of the situation
The main problem of the availability of preschool education for all categories of children is the shortage of places in preschool educational institutions. To increase the availability of preschool education for the population, it is necessary to develop all forms of preschool education, such as a family kindergarten, an early assistance service, a lekoteka, centers for child play support and others, as well as the development of the non-state sector.
The priority in this area is to improve the quality of preschool education in order to ensure equal starting opportunities for the education of children in primary school. At the stage of preschool education, it is very important to organize psychological and pedagogical support for the family and increase the competence of parents in matters of raising and developing a child.
Ensuring the rights of citizens and state guarantees to receive public and high-quality free general education is one of the basic principles of state policy in the field of education. In order to implement the systemic tasks set within the framework of the national educational initiative "Our New School", the Government of the Russian Federation approved an action plan for the modernization of general education for 2011-2015. The conduct of the unified state examination continues to improve, control over compliance with the established procedure for conducting examinations is strengthened, the quality of public awareness of the organization and results of examinations is increasing. First of all, this concerns the system of public observation, which has been introduced on a legislative basis since 2011. Currently, a study is underway of possible mechanisms for improving the existing models of conducting a unified state exam through the development of information and communication technologies. So, in 2012 it is planned to introduce electronic system testing in the exam in computer science and information and communication technologies, and in the exam in a foreign language - the oral component, as provided for by the federal component of the state educational standard. At the same time, it is supposed to take into account the experience of approbation of similar forms of examinations in these subjects during the experiment on the introduction of a unified state examination.
At the same time, problems continue to grow, because of the unresolved rights and interests of children in the education system are largely unfulfilled. These problems are:

differentiation in the access of certain categories of children to quality basic and additional education;

The low level of ethical, civil-patriotic, cultural and aesthetic development of various categories of children leads to the emergence of interethnic and inter-confessional tension in the adolescent environment, xenophobia, discriminatory behavior of children and adolescents, aggression, peer bullying and other asocial manifestations.
2. Main tasks
Ensuring the availability of high-quality preschool education, expanding the variability of its forms.
Realization of the rights of children of various categories to receive public and high-quality free general education based on the modernization of general education in full compliance with the requirements of federal state educational standards.

3. Measures aimed at ensuring the accessibility and quality of education

Ensuring the provision of high-quality psychological and correctional-pedagogical assistance to children in educational institutions.
Ensuring the development of exemplary programs that define a single content basis for the training of educational psychologists, as well as detailed legal regulation providing psychological assistance to children by pedagogical psychologists.
Creation of a system of psychological and pedagogical support for the family and increasing the pedagogical competence of parents, psychological support for the development of a child in a family and an educational institution.
4. Measures aimed at finding and supporting talented children and youth
Ensuring the normative and legal consolidation of the special educational needs of gifted children; support and development of educational institutions specializing in working with gifted children.

"4.96. The consolidated estimate of the construction cost includes a reserve of funds for unforeseen work and costs, intended to reimburse the cost of work and costs, the need for which arises in the development process working documentation or during construction as a result of clarification of design solutions or construction conditions in relation to objects (performance of types of work) provided for in the approved project.
The reserve of funds for unforeseen work and costs is determined:
during the construction and reconstruction of capital construction facilities - based on the total amount of calculations provided for in chapters 1-12 of the consolidated estimate of the cost of construction;
in case of overhaul of capital construction objects - based on the total amount of calculations provided for in chapters 1-9 of the specified consolidated calculation.
With regard to capital construction projects, the construction, reconstruction or overhaul of which is carried out with the involvement of funds from the budgets of the budgetary system of the Russian Federation, the reserve of funds for unforeseen work and costs is determined by the state customer in agreement with the main manager of the funds of the corresponding budget (except for cases when the state customer is the main manager of funds) in amounts not exceeding:
a) 2 percent - for non-production capital construction facilities;
b) 3 percent - for capital construction facilities for industrial purposes;
