Residential premises that will not be privatized before July 1 of this year will automatically fall into the category of commercial (rental). What does this mean for ordinary Belarusians?

First and foremost: in addition to paying for utilities, you will also have to pay for rent. The amount of payments for rent is calculated according to the general rule: the area of ​​housing is multiplied by 0.2 of the base value (1 value is 210 thousand rubles), but if the housing has just become rental, not being such initially, reduction factors are also taken into account - 0, 2 for Minsk and 0.1 for other regions.

The following factors will also be taken into account: the level of improvement of the apartment, as well as its belonging to a specific economic planning zone of the capital. There are 5 such zones in Minsk. Each has its own coefficient from 0.5 to 1.5. The level of the coefficient is directly related to the proximity of housing to the center, as well as to its condition.

To make it easier to understand what it looks like in practice, we will give an example: a standard 2-room apartment of 48 m2, which, due to non-privatization, became rented (taking into account the reduction coefficient), located in the 5th zone (with a coefficient of 0.5 ), today it costs 201,600 rubles per month. But the same option with housing in the 1st zone (with a coefficient of 1.5) will be estimated at a different amount of 604,800. At the same time, for the same apartments according to their data, which were rented from the very beginning (from the 5th and 1st zones, respectively), you will have to pay 1.008 rubles. and 3.024 rubles.

Is eviction possible?

If a tenant for more than 2 months does not pay for rent or housing and communal services, this is a reason for eviction - this is the resolution of the Council of Ministers. Or the lease is simply not renewed if it is about to expire. The case will be considered at least for a month (from the moment of warning and before going to court), which means that the tenant will have additional time to pay off the debt. But the actual eviction is still more than possible. For example, in 2015, leases were not renewed with five tenants from different areas.

Until July, legislation in the housing sector does not take too strict measures against non-payers. After several months of unpaid living, their water and electricity are cut off at best. Lack of payments for six months threatens to file a lawsuit to move to an apartment with worse conditions. In other words, no one is left without a home. More precisely, almost no one: if the tenant at least three times a year was not brought to administrative responsibility for violating the rules for the operation of the living space.

Who should pay and how much

You will have to pay for privatization up to several hundred million rubles, but you can arrange an installment plan for 40 years (with a down payment of 10%). But the state will nevertheless release several categories of citizens from payment, their houses will simply change their status to social ones.

Of course, not everyone has such an opportunity: this circle of people will include the least protected strata of the population, for example, pensioners or those who lost their apartments due to special circumstances, citizens who do not have money to make payments for privatization or rent.

What will be cheaper: rent an apartment or pay in installments for privatization?

It’s not that hard to count. For this, we can take a conditional value: a standard 2-room apartment from 1 economic planning zone is estimated, say, at 200 million rubles. In case of privatization, the first installment installment will amount to 20 million. The rest of the amount must be divided by 480 months (40 years). So, you will have to pay 375 rubles a month. The rent will result in a different amount - 604,800 rubles. It is calculated just as easily: 48 m2 is multiplied by 42 thousand rubles. (taking into account 0.2 base values) and another 1.5 (since this is the coefficient of the 1st economic planning zone), as well as 0.2 (reducing coefficient).

This Methodology determines the procedure for calculating the rent for residential premises in the houses of the municipal housing stock of the Chebarkul city district of the Chelyabinsk region, provided under commercial lease agreements.

The amount of payment for commercial lease of residential premises is established differentially depending on the quality of the residential premises, the deterioration of the building, the location of the residential premises, the category of the residential premises, the improvement of the residential premises, and the category of the tenant. The monthly rental fee for residential premises of the municipal housing stock for commercial use of the Chebarkul urban district is calculated according to the following formula:

Bst is the base tariff rate for 1 sq. m per month. Base rate for renting 1 sq. m per month is 0.02% of the inventory value of residential premises provided under a commercial lease agreement.

How to get a rental apartment?

Tenants who have received the keys to the coveted housing receive an apartment for temporary use under an agreement with the state, but at the same time they are removed from the queue for improving housing conditions, if they were in it.

Any citizen of Belarus can apply for a rental apartment from the state, regardless of the need for housing. Here is who can become such a tenant in the first place, in accordance with paragraph No. 77 of Decree No. 563, who do not have ownership of other premises:

  • judges, prosecutors and other civil servants listed in the list of positions established by the President;
  • young specialists who studied at the expense of budgetary funds, who arrived at the place of work for distribution or target direction;
  • military personnel;
  • employees of the Ministry of Internal Affairs and other law enforcement agencies;
  • scientists and teachers of universities and cultural institutions;
  • irreplaceable specialists who came to the settlement, in particular the city of Minsk, from other places, subject to confirmation by the employment service of the fact that there was no equivalent replacement for the specified employee in the city;
  • other categories of citizens from the lists of the Council of Ministers.

In order to receive a rental apartment, the following conditions must be met:

  • contact the district administration at the place of residence or work / service;
  • write a statement on the proposed sample;
  • wait for the decision of the administration based on the results of the consideration of the application;
  • in case of a positive result, conclude a lease agreement.

You can get housing from the state in any locality of Belarus, and not only at the place of permanent registration. If the commission decides the issue positively, then the lease agreement is concluded for 5 years with the right of its indefinite extension.

How much does rental housing cost?

The monthly payment for rental housing consists of the size of the base rate of payment for the use of housing (0.2 base value per 1 square meter), multiplied by a coefficient determined by the regional executive committees and the Minsk City Executive Committee, depending on the degree of improvement and the location of residential premises.

Minsk is divided into 5 economic planning zones with different coefficients, the highest of which is in the first economic planning zone (city center).

There is also a reduction factor of 0.2 in the capital.(not applied when calculating the rent in the residential complex "Magister"). It applies to apartments received during the period of work under a contract or service, and to the premises in which people lived at the time of their transfer to commercial lease (lease).

Thus, the cost of a one-room rental apartment in the Nemiga area with a total area of ​​30 square meters, taking into account the reduction factor, will be: 24.5 rubles * 0.2 * 30 * 1.5 = 220.5 rubles.

Residents of non-privatized apartments were faced with a choice: pay monthly rent or the right to become an owner.

Citizens who have not privatized apartments will be proposed by local executive committees to conclude a lease agreement from July 1 of this year, informs the Portal of Communal Literacy of the Population with reference to the Ministry of Housing and Communal Services of the Republic of Belarus.

Until July 1 of this year, citizens who have not yet privatized apartments have the last opportunity to do this. Otherwise, housing will become commercial, and you will have to pay a significant amount monthly for its rent. But privatization is not cheap. Earlier it was possible to use checks "Housing", now you have to pay in money.

In addition, for citizens living in apartments transferred to the category of rental housing, decreasing coefficients are set in Minsk 0.2, for other regions of the republic - 0.1.

In addition to housing and communal services, for renting an apartment with an area of, for example, 60 square meters in the center of Minsk, you will have to pay 3 million 780 thousand rubles a month, on the outskirts - 1 million 260 thousand rubles.

If a citizen lives in an apartment of the state housing stock and does not want to privatize it, then from July 1 of this year he will also pay for its rent, but taking into account the reduction coefficient. In the given example, this fee will be respectively: 756 thousand rubles. and 252 thousand rubles.

In the regions, due to lower rates, the rent will be easier. For example, in Smorgon for the same 60 square meters it will be 756 thousand rubles, and for an apartment transferred to the category of rental housing - 75 thousand 600 rubles. per month.

Reducing coefficients are set by the regional and Minsk city executive committees in agreement with the Ministry of Housing and Communal Services. Coefficients, depending on the location of the dwelling and its improvement, - independently by the regional executive committees and the Minsk city executive committee.

In the proposed example, the owner of an apartment with an area of ​​60 square meters, who refused the last opportunity for privatization, will pay, in addition to utility bills, from 75 thousand 600 rubles. in Smorgon up to 756 thousand rubles. in the center of Minsk.

The privatization of an apartment with an area of ​​60 square meters in a house built in 1976 costs about 200 million rubles. Payment can be made in installments up to 40 years, subject to an initial payment of at least 10% of the residual value of the property. In this case, the first installment can be made at a time or during the year. Then, over 40 years, it will be necessary to pay 375 thousand rubles a month. It should be noted that it is impossible to dispose of the apartment until the installment plan is paid off. In case of non-payment of contributions, the privatization agreement will be terminated. These restrictions will be lifted after the final settlement.

Rental housing cannot be sold, inherited, or subleased. Refusal to conclude a lease agreement does not exempt from payment for the use of residential premises. Local authorities are obliged after July 1 to propose to the citizen to formally formalize new economic relations. In case of his disagreement, the bill for accommodation is issued in accordance with the established procedure. And the algorithm for working with non-payers is known. But in contrast to privatized apartments, the sanctions are much tougher. You can lose your rental housing if you are in debt for a period of two months. The tenant can be evicted without providing other premises.

Program description

A federal-level social project focused on providing workers with their own homes and apartments for rural workers is a way to attract university graduates to remote settlements.

State support consists in providing housing for young professionals, namely, in providing them with subsidies for such conditions:

  • concessional lending at a rate of 5% per annum for 10 years;
  • the amount paid can be up to 70% of the price of a house or apartment in the corresponding settlement;
  • debt repayment is carried out in small equal parts - from each specialist's salary.
A young education or health worker must live in the village on a permanent basis. Moreover, he is obliged to work in rural areas for at least five years from the date of receipt of the subsidy.

The provision of funds, not in the form of irrevocable aid, but in the form of a loan, encourages young people to take action and eliminates the mood of dependency.

Personnel who have come to work in the village within the framework of the Housing for Young Professionals program can buy real estate in the primary or secondary market, as well as build a house.

Conditions for participation in the program

Many graduates of Russian universities do not aspire to the countryside, since they believe that it is quite difficult to fulfill the conditions of state programs for young specialists.


In fact, everyone can get on the waiting list for a subsidy. You should start moving towards the goal with the preparation of a package of documents, which includes:

  • an application form which can be requested from the municipal housing office;
  • copy of passport (with obligatory notarization);
  • certificate from the place of employment (budgetary institution in the corresponding locality);
  • certificates from the municipality in forms 7 and 9.

It is worth paying attention to the fact that the state program "Housing for Young Professionals" is designed for citizens who meet the following criteria:

  1. Age - not older than 35 years.
  2. Availability of professional education corresponding to the place of work.
  3. Work in the specialty for three or more years.
A program participant can count on subsidies from the state only if he started working in his specialty within three months from the date of receiving his diploma or is still studying in the last year.

The status of a young worker is maintained for three years from the date of commencement of employment.

Additional benefits of the program

In order to attract graduates of higher and secondary specialized educational institutions to rural schools, they are also provided with:

Extension of the term of the status of a young specialist


Participation in the program "Housing for Young Professionals" is possible only for three years from the date of employment in the specialty.

However, there is a number of cases, which can increase the duration of the "young professional" status.

These include:

  1. The conscription of an employee into the army for compulsory or civilian alternative service.
  2. Sending an employee for advanced training to another locality or abroad.
  3. Admission to graduate school (only on condition of full-time study) and preparation for the defense of a dissertation research.
  4. Stay on maternity leave until the baby reaches three years old.

In the presence of the above conditions, the term of the "young specialist" status is extended for the entire period of absence of the young specialist at the workplace.

How to get into programs in 2020

Not every specialist who decides to devote his life to work in rural areas can become a waiting list for receiving state subsidies. To participate in the housing program, young specialists were provided with some conditions.

In 2020 their scroll remained the same:

  • the participant must be no older than 35 years old at the time of submission of the application for participation in the municipal housing department;
  • profile education may not be his first;
  • the employee should not own residential property;
  • a young employee must live in the village or be ready to move to it for permanent residence.
If the housing is dilapidated or does not meet the requirements of a comfortable place to live, then the employee can count on receiving a subsidy. In this case, the real estate is sold, and the amount received becomes part of the initial payment when applying for a preferential loan.

After the specialist has received the subsidy, he must work in the village for at least five years. If he does not work out the limit established by regulatory enactments, then he is threatened with arrest and confiscation of property acquired through the subsidy.
