To issue a student card, it is enough to have a computer with Internet access and a personal account on the website https://pgu.mos.ru/ru/

If you already have a personal account, then you need to enter your username and password and log in.

Then you will need to fill out an application.

Step 1. Preliminary check

NB! Attention! Before applying, check the presence of the future card holder in the register of students online.

Step 2. General information

For applicants under the age of 14, the application can only be submitted on behalf of a legal representative (parent, adoptive parent, guardian, trustee).
From 14 to 18 years old, the application can be submitted both by the student himself and by his legal representative.
For applicants over 18 years of age, submit only on their own behalf.

First, you choose who you are: an applicant or a legal representative.

If a legal representative (parent, guardian, etc.), then fill out information about yourself: name, date of birth, phone number, mail address.

Next, fill in the information about the future card holder (his name, date of birth, OMS policy number), and you also need to fill in the details of the identity document (up to 14 years old - birth certificate, over 14 years old - passport), place of registration. After filling in these fields, press the button PROCEED.

Step 3. Place of study

Here you need to select a place of study by name or address and click on the button PROCEED.

Step 4. Photo and additional information

First, you need to familiarize yourself with the requirements for uploading a photo (the face must be in full face, if you wear glasses, then the eyes must be clearly visible, etc.). Then click ATTACH FILE and upload a photo.

After that, you need to choose a bank and come up with codeword(in case of loss or theft of the card).

NB! The student card will be delivered to your institution. To obtain it, you need to present a document. And also within 30 days, the card must be activated in personal account otherwise it will be blocked.

After entering the code word, click on the button PROCEED.

Step 5. Data validation

Be sure to check the correctness of the entered data and if everything is correct, click APPLY.

We inform you that full-time students and graduate students(hereinafter - students) can issue a Student Social Card (SCS).

The student's social card is used:

  • as a concessional ticket for travel in the subway, in city passenger transport, as well as on the suburban railway transport for students within the city and the Moscow region, for graduate students - only within the city of Moscow;
  • as bank card cashless payment goods and services;
  • as an OMS policy (if the card has compulsory medical insurance policy, registered with the Moscow City Fund of the Obligatory health insurance) with the possibility of making an appointment with a doctor through UMIAS terminals in polyclinics.

To register the SCS, the university submits for verification the data on the students to the Register of Students of the State Unitary Enterprise "Moscow Social Register". The period for checking the transmitted data is up to 10 working days.

After entering the data into the Register, students need to independently check on the website of the Moscow Social Register if your data is in the Register.

Then you need to register on the portalwww.mos.ruand apply for a SCS through your personal account. The term for consideration of the application is30 calendar days. The status of the application can be monitored in your personal account, the receipt of the SCS is carried out in the Center for Public Services "My Documents" (MFC), selected when filling out the application.

ATTENTION! Foreign citizens submit an application for the manufacture of SCS personally at any of the Moscow Public Service Centers (MFC), regardless of the place of residence or location of the educational institution.

To date, almost 100 multifunctional centers have been opened in Moscow. For the convenience of visitors, the multifunctional centers are open daily from Monday to Sunday from 8:00 to 20:00. In the absence of data in the Register, the student should contact the manager of the educational program as soon as possible. The lack of data in the Register means that there is not enough up-to-date data about the student (passport data, actual residence address, etc.) in the university database (ACAB), or incorrect data is indicated.

At the time of registration of SCS, students can receive:

  • a 50% discount on railway fares within Moscow and the Moscow Region upon presentation of a student card or postgraduate certificate at the railway ticket office (from September 01 to June 15 inclusive).

If it is necessary to issue a card in the following cases:

  • due to the expiration of its validity period;
  • in connection with its loss;
  • with mechanical damage;
  • in case of malfunction;

Where to apply for a student card

At the final stage, you come up with a code word that serves to block the card if it is lost, and also choose the nearest multifunctional center "My Documents" where it will be convenient for you to receive the card.

Checking the readiness of the student card

After submitting an application online on the State Services portal in your personal account, you will see a record: “Served. The application has been prepared for transfer to the OIV "... When the card is ready, information about this will also be available in the personal account of the State Services portal. When the student's social card is ready, the status will appear: “The service has been provided. The decision is positive "... This means that you can go to the MFC and pick up your plastic card.
