The history of the school began with small room in the club of the Vnukovo airport repair enterprise, one piano and 12 children dreaming of learning to understand the language of music. It was 1962. For 6 years, a studio was created, which became the basis for the opening in 1968 of the music school No. 51 of the Gagarinsky district of Moscow, and the head of the first circle, and then the studio, Tamara Alexandrovna Karaeva, was appointed the director of the school. These were difficult years of formation, years of searching for ways to develop the school. In 1970, the school director came up with a proposal to the Main Department of Culture of the Executive Committee of the Moscow City Council to open a Children's School on the basis of the Evening Music School No. 51, to divide schools and to relocate the Children's Music School No. 58 to the Lublin District. In 1972, the Children's Music School No. 58 was relocated to the Lublin District and housed in the secondary school No. 846 of the Pechatniki District. Then there was a new building school 519, and in 1985, by the decision of the Lublin District Council, the school received a warrant for its own premises at 74 Shosseinaya Street.

The staff of the school went through difficult years of renting premises for classes, through a flood of incessant school reform, and when, finally, they found their own roof over their heads, it very soon turned out that this “roof” was not ours at all, but transferred to the new owner - Nikolo- Perervinsky monastery. So, unexpectedly, the school turned into a tenant with the payment of annual rent from the Moscow budget.

In 1993 the school was named after the great Russian composer Mikhail Glinka, and in 1994 the school became the author and organizer of the cultural and educational project “Russian Children's Piano Competition named after MI Glinka”. The competition was held in Moscow every 4 years. The founders of the competition: the Ministry of Culture of the Russian Federation, the Glinka State Museum of Musical Culture, the New Names Interregional Foundation, the Moscow Government, the Prefecture of the South-Eastern Administrative District of Moscow. The project entered The federal program"Support for young talents" and the Moscow city program "Culture and Children". The geography of the competition is extensive. The Far East and the Far West, the European North and the North Caucasus, Western Siberia and the Urals, central Russia and the Volga region, St. Petersburg and, of course, Moscow. The school held 3 competitions and a Russian festival.

In 2006, the school became the author of a new project "Choral festivals of students of secondary schools, art schools and institutions of additional education in the South-Eastern Administrative District of Moscow." Choir festivals are held at financial support Prefectures of the South-Eastern Administrative District of Moscow and District Administrations of Pechatniki. In April 2014, the next, sixth festival will be held, dedicated to the Year of Culture in the Russian Federation. Festival "Leisya Song over Russia" will unite 1000 participants in a combined choir. The main direction in the work of the school is pre-professional. From the first days of the school's foundation to the present, the staff of the Glinka Music School has been confidently leading the school along this time-tested path. "Moving to a new location is not only a matter of improving conditions for educational activities, but primarily the question of the survival of the school. The school has been renting premises from the Nikolo-Perervinsky Monastery since the early 90s, when the building became the property of the Russian Orthodox Church. And if at first the owner of the building and the tenant managed to coexist peacefully, then in recent times the relationship between the owner and the tenant has worsened. Therefore, the move of the school to a new building has become simply necessary, "- says the municipal deputy Vitaly Tretyukhin.

One of the first to announce the start of work on the construction of a new school was the municipal deputy of United Russia Nikolai Akimov. On his page in the social network "Vkontakte", he published a post with information that the construction of a children's art school "began at full speed."

Together with the independent municipal deputy Vitaly Tretyukhin, we decided to check how actively the construction of the school has begun and whether work is underway at all.

This is how it was:

According to the information posted on the website of the Complex of Urban Development Policy and Construction of the City of Moscow, it was planned to build a new school since 2013.

And an information stand next to the future construction site informs that the construction of the facility has been underway since the 4th quarter of 2016, that is, for a whole year. But in fact, construction is going on only on paper.


There is still a car wash on the partially fenced area, access to the "construction site" is free and private vehicles are parked on the territory.

“This situation reminded me of an anecdote:“ Our people have already been promised so much, but everything is not enough for them! ”I remember how officials and deputies from United Russia promised to complete the construction of the fountain near the Pechatniki metro landfills in Kuryanovo in 2015, to complete the reconstruction of the cinema in 2016, etc. And today they continue to "tell" us that the construction of an art school is in full swing, although in reality it is not even ready construction site", - Vitaly Tretyukhin comments on the situation.

The construction site is still not ready, although according to the signed contract, the preparatory work should have been completed in the first quarter of 2017.


The tenders for the construction of the school building, which were held in 2016, were declared invalid. Therefore, the contract was concluded with the only bidder who entered at the maximum price and without a tender.

At the same time, the auctions for the right to conclude an agreement on the development of design and estimate documentation were posted on the State Procurement website much later than the auctions for the construction of the facility.


How can you first choose a contractor for the construction of an object, and only then a general designer?

One gets the impression that the purchase was artificially tailored to a specific bidder in violation of the main principle of the contract system - competition.

And instead of misinforming residents, announcing the start of construction of the school "at full speed" and taking pictures against the background of a billboard with untrue information, local United Russia deputies could try to understand the situation and send appeals to the Federal Antimonopoly Service.

I hope that those few independent municipal deputies who were recently elected in Pechatniki will pay attention to this story, send appropriate appeals to the controlling authorities and figure it out.
