Construction Savings Loan. Belarusbank offers an alternative to preferential housing lending. Who needs free money


We continue the competition of readers' stories "My Housing", in which everyone can tell how they bought an apartment in cramped financial conditions. With the help of the building savings system, her family managed to move from the “kopeck piece” to the “three piece”, which Natalya is in a hurry to tell readers about.

In 2017, my husband and I had a small two-room apartment with a total area of ​​47 sq. m with a good repair in the city of Baranovichi. I have two children, I am on maternity leave, there is no one to expect financial assistance from, besides, we owe $ 1,700 for the “kopeck piece” in which we lived. Yes, it was possible to save money, take a loan at a high percentage, but we wanted to live for our own pleasure. Therefore, having learned from her husband's relatives about a loan for housing construction under the system of construction savings, they began to act.

We had 2 options: the first one was to open our own deposit, deposit 25% of the cost of the apartment in the bank and wait 19 months, the second one was to find someone else’s deposit with a loan due date, issued before 02.2016, and persuade the depositors to transfer it to us for a fee (after 02.2016 the contribution can be assigned only to relatives).

Of course, we liked the second option more, but there were a lot of people like us, and sometimes the deposit was “received” by the one who offered the largest reward, and it, as a rule, was 1/3 of the deposit amount.

We put up an apartment for sale and, at the same time, we were looking for a deposit and new housing, as well as thinking through options where you can get money. The search for a deposit was delayed, and we decided to open our own deposit, but we needed money for this - $ 5,000. The amount of $3,300 was borrowed from relatives for 19 months, and $1,700 - on credit for 3 years under the program for pensioners, where there were the lowest interest rates (the loan was also issued to relatives).

But somehow I didn’t want to sit, wait and be afraid of everything that could happen in 19 months. There were different situations: sometimes they found the right contribution, sometimes they found a buyer for an apartment, but in the end everything did not grow together. One day we saw an ad on the Internet about the assignment of a deposit. The depositor requested $1300 as a reward. The amount on deposit was $10,000, and the credit that was due for this was about $30,000.

We needed to urgently find money for a deposit. They took out a loan at high interest rates, as they planned to return the money quickly. The contribution is on hand, then we urgently sell the apartment, by cunning putting pressure on buyers. And with the choice of a new apartment, the issue was resolved in advance. It remains only to bargain.

Baranovichi UKS offered 80 "squares" in a new brick building for $40,500 for those in need and $44,000 for others. Bargaining with a developer, especially a state one, is a futile task, so we relied on a "secondary" property and did not fail: an apartment with a total area of ​​80 sq. m on the 7th floor of a brick house built in 2011, which was originally offered for $47,000, was sold to us for $43,000.

Our total debt was $13,000: $1,700 for the old apartment, $10,000 for the deposit, $1,300 for the contribution. We sold our apartment for $26,000, paid off all debts, and we had $13,000 left, and another $10,000 was on the deposit. We transferred money for the apartment in 3 stages. First, a deposit was used - $10,000. Then they took a loan - $25,000. Then another $8,000 was transferred in cash. In the end, we still have money on hand.

With the help of construction savings, it will be possible to solve the housing problem in Belarus as well. It is this option, practiced in many countries, to build an apartment or a house today that is considered by the government as the most optimal. The Ministry of Architecture and Construction has been working on how to apply this method in our republic, so that it would be beneficial for both citizens and the state.

What is the Housing Construction Savings System and how soon will it be operational?

The system in theory...

In fact, the system of housing construction savings is the accumulation of citizens' own savings (a certain agreed amount) plus a loan for housing construction for the rest of the amount on favorable terms. At the same time, you need to save not at home, but in the bank. It turns out a kind of "housing piggy bank", where the participants of the system put their money and from where only they can then take the necessary amounts.

This option is actively used to finance housing construction in many places in the world. Everything is pretty clear and understandable.

…and in practice

It must be said that a similar mechanism is already operating in the country: since July 1, 2006, the branches of JSC "JSSB Belarusbank" throughout the country have begun accepting funds for deposits within the framework of the Construction Savings System. However, as practice has shown, the proposed option has many flaws, and therefore is not popular among the population. Few agreements have been signed so far.

That is why today the updated draft decree, developed by the Ministry of Architecture and Construction, is of interest. The document proposes somewhat different approaches to the implementation of the entire process in the construction of housing under the funded system, which are somewhat different from the original ones. One of the main points is the increase in the responsibility of citizens who are oriented towards the need to participate in financing housing construction. Yes, there is no direct state support here, but rather acceptable conditions and the possibility of improving housing conditions are offered, including for citizens who are not registered as needy.

The draft Decree of the President of the Republic of Belarus "On the state system of housing construction savings" is already under discussion in the government. According to the latest information, the document has been approved in full by all interested parties, with the exception of the Ministry of Finance.

Accumulation rules

So, the proposed system of housing savings provides for a certain period during which citizens wishing to improve their living conditions must accumulate at least 30% of the cost of future housing. It will be necessary to save “for an apartment” from 3 to 7 years (it is envisaged that families with a higher income will be able to accumulate funds for improving housing conditions in a shorter period).

The remaining 70% of the amount needed for housing construction will be financed. Moreover, the loan is offered on rather favorable terms: for 15-20 years at a rate of 1-2 percentage points below the market rate. Today, for the most attractive real estate loans (on a general basis), the rate is 13.5%.

In addition to a loan at a below-market rate, the system of housing construction savings has other advantages: for example, in the option with a deposit, it will take much longer to save up for housing. Well, also a bonus in the form of an award from the state.

Vladimir Doropievich, Deputy Head of the Housing Policy Department of the Ministry of Architecture and Construction of the Republic of Belarus: “For participation in the system, all citizens, regardless of whether they are registered as needy or not, are paid a state bonus.

At the same time, the state premium in the system of housing construction savings, income in the form of interest received by individuals on bank deposits (deposits) in the state system of HSS are exempt from personal income tax.

The decision on the economic feasibility of granting the state premium to all participants in the construction savings system was made at a meeting in the government. But the question of its size remains open. Earlier, the Ministry of Finance proposed, all those interested and the Council of Ministers of the Republic of Belarus agreed to establish a state premium in the HSS system in the amount of 20% of the refinancing rate of the National Bank.

Discussions are currently underway on the size of the state premium. It is proposed that the annual amount should be determined by the Council of Ministers and this amount cannot exceed 10% of the National Bank's refinancing rate established in the reporting period for which the state premium is charged. At the same time, the state premium should be accrued monthly from the amount of funds actually deposited into the HCS system by the system participant during the accumulation period, but not more than 5 years.

I would also like to note a few more important aspects of the system of housing construction savings laid down in the draft decree.

Firstly, we are talking about a closed-type HSS system: only participants invest money and only participants can use it. Funds cannot be spent on any other needs. The bank will not look for money outside the system, which will allow, constantly accumulating money, to use it only for lending to individuals.

Secondly, in this system the circle of participants is not limited. That is, this is an excellent solution to the housing problem, not only for those who are registered as those in need, but also for those who, according to the standards, do not need to improve their living conditions, but simply decided to change their “three rubles” to a bigger apartment.

Thirdly, the possibility of introducing the system is provided to all banks - subjects of the banking system of the Republic of Belarus. Citizens will be able to choose which bank it is more convenient for them to work with.

Fourthly, temporarily free funds accumulated in the HSS system should be placed in the maximum number of accommodation facilities.

Who needs free money?

Temporarily free cash is the amount of savings of citizens. Why free? Because for three years, while the minimum period of accumulation lasts, no one can send them anywhere. However, money should work, and not be a dead weight. That is why it is important to determine where the accumulated amount that citizens will deposit will be stored, how banks will be able to use depositors' money during this period. It is clear that there are no options where risks are foreseen; this is world experience.

According to the Ministry of Construction and Architecture, in order to maintain a stable and reliable operation of the savings system, it is advisable to provide for an expanded list of facilities where, in fact, free funds will be placed. These can be government securities of the Republic of Belarus, and deposits (deposits) of banks and JSC "Development Bank of the Republic of Belarus", and securities of JSC "Development Bank of the Republic of Belarus", since they provide an additional interest to the amounts of citizens. But this issue has not yet been resolved.

Matter of time

It is difficult to say how soon the government will come to a unified decision. One thing is clear: it is impossible to delay decision-making. The sooner the system of housing construction savings can start, the sooner the result will be obtained. After all, it takes six or seven years for everything to start spinning: building under the system of housing construction savings will begin only after the end of the minimum accumulation period (and this is three years).

The proposed draft decree is conceptual in nature and defines the basic principles for the implementation of the state system of housing and social insurance in our country, - explained Vladimir Doropievich, deputy head of the housing policy department of the Ministry of Architecture and Construction of the Republic of Belarus. - In order for it to really work, on the basis of the decree, it is necessary to develop the so-called practical regulatory legal framework in the field of banking - both in the period of accumulation and in the period of lending, on the accrual and use of state bonuses and other issues, many of which which will definitely manifest itself in practice, since the mechanism of construction savings is new for the republic. If the decree on housing construction savings is adopted this year, it will take at least a year to develop the accompanying regulatory framework. And if the current, favorable for the implementation of the system, economic situation persists, then its launch can be expected no earlier than 2020.

Additionally

The system of housing construction savings has been operating in other countries for a long time. The principles and approaches are the same for everyone, they have been tested, so there is no reason to doubt the effectiveness of this mechanism. Moreover, according to experts' forecasts, thanks to the introduction of the accumulation mechanism, about 60% of Belarusian families will be able to count on improving their living conditions. And this is quite a serious and indicative figure.

True, it would be nice to exclude the disadvantages of the system at the initial stage: at the moment, they note the impossibility of resolving the issue with the “burning” housing option, since banks have a maximum of six months to make a decision on issuing a loan. In addition, the mechanism does not apply to the purchase of housing on the secondary market.

"Housing Construction Savings", or otherwise "Construction Savings Banks" for Russia, a completely new system of mortgage lending, which is still little known to citizens. Although in other countries this system has already successfully existed for more than a dozen years and allows millions of people to purchase housing at mortgage rates much lower than market rates by 4-6%. The principle of functioning of housing construction savings implies a mortgage-accumulative mechanism, which provides for the purchase of housing in two stages: accumulation and lending. This mechanism allows you to attract into the economy, the so-called "long" money for 3-5 years, which go to finance the construction sector, and later, when a person has accumulated a certain amount and received a mortgage loan, it stimulates demand for real estate.

Experience of the program in Russia and the world

The mechanism of housing construction savings first appeared in Germany in 1885. It was then that the first construction savings banks appeared. They became especially widespread after the First World War, when Germany experienced an acute housing crisis.

Since then, this program exists and develops. In addition, the experience of Germany was successfully adopted by other countries of Europe (Austria, France, Denmark, Great Britain) and America. For several years now, such a program has existed and is successfully developing in Kazakhstan.

In Russia, housing construction savings appeared several years ago. At the moment, such programs operate only in 2 regions: the Krasnodar Territory and the Republic of Bashkortostan.

In Bashkiria, with the support of the Government of the Republic of Belarus, the program was launched in 2014 and more than a thousand people have already applied to participate. At the initial stage, participation was available to any citizen of the Russian Federation aged 18 to 65 who had a permanent registration on the territory of Bashkortostan.

Since March 2019, the Head of the Republic of Bashkortostan R. Khabirov has signed a decree on the availability of the YCS program to all citizens of the Republic.

To become a participant in the program, a resident of the region should open a special deposit in one of the authorized banks. Further, every month for at least three years, you need to make additional contributions to the deposit of at least 3 thousand rubles. For such a deposit, the bank accrues 1.5-2% per annum (depending on the accumulation period).

At the same time, the authorities of the republic will transfer the so-called budget bonus to this contribution. In relative terms, it will amount to 30% of the replenishment amount, and in monetary terms - no more than 3 thousand rubles. For example, when a client deposits 10,000 rubles each, it will increase by another 30%, that is, by 3,000 rubles, at the expense of budgetary funds.

As soon as the accumulation period ends, the depositor has the opportunity to apply for a mortgage loan in the same bank at a rate of 6-7% per annum. The maximum term of such lending can be no more than 1.5 of the term of accumulation on the deposit. That is, if you save for 5 years, then upon completion of the accumulation, you can get a mortgage loan at a reduced rate for a period of not more than 7.5 years.

As of 2019, the partner banks of this program in the region are Sberbank (Program "Construction Savings Banks") and Uralsib (Program "Housing Construction Savings"). In the future, as it develops, it plans to add several more large banks.

The main stages of housing construction savings in the Republic of Belarus

Those who hear about this mortgage savings program for the first time ask themselves: “How can one participate in the Housing Construction Savings Program?”. In fact, there is nothing complicated here. Below is a step-by-step algorithm of actions.

  1. Appeal of a citizen with a passport and an application of the established form to a bank participating in the system (Sberbank or Uralsib). We recommend Uralsib Bank, as the conditions for saving there are a little more profitable!
  2. In the event of a positive acceptance of the bank and the acceptance of the Gosstroy Resp. Bashkortostan decides on the possibility of the applicant's participation in the HCS RB, the bank concludes an agreement with the applicant on opening a savings deposit.
  3. Citizens - participants of the HSS RB system contribute funds to a savings deposit for 3-6 years.
  4. After the expiration of the deposit period, the accumulated amount can be used as a down payment (not more than 50% of the cost of the apartment) for a mortgage with a preferential rate of 6-7% per annum.

  • Under the Housing Construction Savings Program, you can apply for a mortgage at a reduced rate for the purchase of an apartment in a new building, on the secondary market, a private house or land for construction.
  • The program does not prohibit the pooling of the accumulated amount with another participant of the program. For example, you can save two family members at the same time. Everyone will receive an allowance from the state.
  • After 5 years of accumulation, if the program participant changes his mind about taking a mortgage loan, he can spend the accumulated funds along with the state premium at his own discretion. The savings stage is the period of funds placement, interest accrual and other nuances associated with the deposit. Honestly, it was her "fire" that set fire to my interest and activity. It was December 2016. I actively studied loans in all banks, sadly assessed my chances, studied again and again got upset. And at the same time studied the prices. And suddenly ... my mother talked to her brother and asked him to help - to give money on the condition that I would not apply for my parent's apartment.     I soberly assessed the risks, I understood how fragile the exchange rate in our country was and that we could lose money due to inflation. But I told you that my mother and I burned the apartment together? What odnoshechki-little ones we considered, in what areas they were! The thought warmed: tiddly, far away, but its own! I had already thought in advance how to deal with this amount, because I had to open a deposit in Gomel, and it was scary and hard to travel with this backpack: I opened an account and deposited money there. Without any problems, I transferred the amount to the deposit account on 02/08/2017 and away we go...

    Joined a group on housing issues, where they discussed new buildings, housing prices and ways to buy. And tirelessly looked at apartments in advertisements ... and came to the conclusion that it was possible to aim for a kopeck piece, even if it was inferior, small ... I fell in love with apartments and “parted” with them, wept from impotence and fear for tomorrow. And I followed the changes in the legislation, in the CCC, studied the legal acts in detail. Needless to say, the discussion of buying a home has become a favorite topic? I saved the forum where you could complain and feel support, as well as my mother. 19 months have not passed - flew by. I was ready for this event, because I periodically came and took statements about changes in the amount of the deposit, and also clarified the questions that arose along the way. Unfortunately, I can tell a couple of stories about the incompetence of employees, but I was still lucky to receive professional advice both during the funded stage and the loan stage. The deadline for obtaining a loan was 09/08/2018, but we began to look at apartments since August. And jumped the course. It would seem that from 2 rubles it grew to 2.05, then 2.20, but for large sums it was a disaster ... I didn’t like apartments: either the price was not the same, then the size was like a doll’s house, then the viper was real. Nevertheless, I visited the mortgage department for a consultation. The first time they turned me around with the wording “the contribution will end, you will come,” so I was wary. And I was lucky: Irina Alekseevna Baidun became my consultant and escort. She explained everything in detail. And I found out that the queue for applying for a loan was already 2 weeks (!) And I signed up “just in case”. And she continued to search. It could be a separate big review for a loved one and several months of a nervous tick.

    Important! All 19 (and I ended up with 20 months) my money on the deposit worked: they accrued% in the amount of the refinancing rate. In total, at the time of the transfer of money, my 10,000 turned into 12,179, or from $5,181 to $5,612 (at the time of the transaction, the rate "jumped" to 2.17 rubles). As a result, I even turned out to be in the black.

    Refinancing rate - the rate of the National Bank of the Republic of Belarus, which is the basic tool for regulating the level of interest rates in the money market and serving as the basis for setting interest rates for operations providing liquidity to banks.


    I made out the purchase of an apartment with the help of an agency, I will leave the stages with the preparation of documents outside the review (and I basically came to sign and pick up the documents). In the branch where I made a deposit, I took an extract, which indicated the amount of savings and a possible loan, and also found out the CMP coefficient. By the way, it can work both in + and in - credit. That is why the borrower can either use it or not. My CMP was 1.21, which gave me about 5,000 Belarusian rubles + to the loan!
