The protocol and decision of the extraordinary general meeting of the owners of the premises of the house must be sent to the Fund no later than 5 (five) days from the date of the meeting.

  • employees of enterprises of the military-industrial complex;
  • employees of commercial enterprises that have invested in housing construction to implement the social mortgage program (for example, Tatenergo, Tatneft).

In general, the essence of the social mortgage is to conclude an agreement between a potential borrower and the State Housing Fund of Tatarstan, according to which the former undertakes to make monthly contributions to the fund, thereby making simple savings for a future apartment.

The amount of the contribution is set by the fund in proportion to the income received by the client (usually no more than 40-50% of the monthly salary). Then, with these savings, it will be possible to pay part of the cost of the purchased housing, and the remaining part to receive in the form of a mortgage loan with a preferential interest rate.

The standard conditions for a social mortgage are as follows:

  • down payment - 10 - 30% of the cost of housing;
  • maturity – up to 30 years;
  • interest rate - 7% per year (fixed).

The proposed lending conditions are clearly more profitable than those presented in the conventional mortgage market. A rate below 7% per annum is unlikely to be found.

Where do they give apartments

You can buy an apartment with the help of a social mortgage not in any house, but only in housing specially built for this purpose. Now modern and attractive residential complexes are being built. The largest is the LCD "Salavat Kupere", the construction of which is ongoing to this day.

All program participants stand in line for apartments under construction. As soon as the apartment building is completed, citizens will be given the opportunity to apply for a mortgage. At the same time, each participant is assigned a rating, which depends on the waiting period and the amount of payments made by them. The higher these indicators, the higher the rating.

The distribution of apartments takes place subject to the following steps:

  • information on the availability of free objects is posted on the official website of the housing stock;
  • the participant submits a purchase order;
  • the priority right is given to the person whose rating will be higher than that of the others.

In any case, all information on potential housing must be requested from the State Housing Fund of the Republic of Tajikistan.

The documents

Participants of the social mortgage program in Kazan, who are entitled to receive housing on preferential terms, will have to provide the following set of documents:

  1. Documents proving the identity of each family member.
  2. TIN certificate.
  3. SNILS.
  4. Military ID for men liable for military service.
  5. Copies of children's birth certificates (if available).
  6. Certificate of marriage/dissolution of marriage.
  7. A copy of a diploma or other educational document.
  8. Documents confirming income and employment.
  9. Application form.
  10. Documents confirming certain conditions of residence (certificate of ownership, extract from the house book, technical passport of the BTI, an act of recognizing housing as emergency, etc.).

This set is standard, but in addition the applicant may be asked to provide some additional documents.

How and where to apply

The initial body where a person who decides to apply for a social mortgage should apply is the local administration body. It is in it that you can get complete information about the conditions for issuing a loan, obtaining an apartment and make preliminary calculations. Nuances

Recall that mortgage apartments are distributed in this way: 45 percent - to state employees, the same amount - to employees of industrial enterprises involved in financing the social mortgage lending program, the remaining ten percent - to the most vulnerable categories of citizens and especially valuable personnel (at the discretion of local authorities).


However, the more often they talk and write about social mortgage, the more questions it raises among the population. What we were convinced during the "direct communication", which took place in the editorial offices of the newspapers "Republic of Tatarstan" and "Vatanym Tatarstan". Talgat Abdullin, executive director of the State Housing Fund (GZHF) under the President of the Republic of Tatarstan, answered phone calls from readers. So many questions have been received that we are forced to publish the answers to only a part of them.


Nikolay Galkin, the chairman of the trade union committee of ElAZ (Elabuga), calls on behalf of the enterprise staff:


- Employees of ElAZ are interested in what is the minimum and maximum amount of income per family member registered for a social mortgage? And is it necessary for a person to have real or movable property behind him to participate in the program?


“The minimum and maximum is determined by the amount that needs to be paid for an apartment, depending on its cost and the installment period,” Talgat Midkhatovich answers. - You should make the right choice, and not try to choose more luxurious and larger housing if you do not have sufficient funds to pay for it. In my opinion, with an average per capita income in the family of four and a half thousand rubles a month, it is already possible to take an apartment in installments. There is no upper ceiling. I do not think that a person with large incomes will turn to social mortgages. He will be able to buy any apartment for himself.


As for the property, its presence is not necessary, since the mortgaged apartment itself is the subject of collateral. Until the citizen pays for it in accordance with the contract, he will live in it for hire. And if he does not fulfill his contractual obligations, he will have trouble. With the exception of objective circumstances, due to which a person will not be able to repay the loan for some time. Then, for a certain period, we “freeze” mortgage payments, but the current payment for housing and communal services remains.


Zaynur Malikov from the Mamadysh region asks:


- Is it true that villagers can also purchase housing on a social mortgage, only on different terms than city dwellers? Our administration could not give me a sensible answer. Maybe they just don't have the information. Or is there no "rural" mortgage?


“There is, you can be sure. It was decided that the housing fund will allocate funds to those villagers who have already begun to build houses for themselves and bear certain costs. In order for them to continue and complete the construction, we will provide them with loans through banks also at seven percent. Large sums of money are allocated for the development of villages and villages (not counting regional centers, which are subject to the same conditions as cities). In addition, villagers can enter into a mortgage at a rate of not eighteen, but 21.2 "squares" per person.


During the "direct communication" questions were often raised: what is the amount of the down payment, is it possible to make it with an existing apartment? And until what age can a person take part in a social mortgage?


Until retirement age. And the amount of the down payment will depend on your capabilities and on when you want to get an apartment. After registering and concluding an agreement with the housing stock, making the first thousand rubles, you will already have the right to take part in choosing an apartment. The first to receive housing are those who score more points or, in other words, contribute more money. The smaller the installment, the longer the way to "hour X". For prestigious houses there will be high quotas (high level of down payment), for simpler houses or uncomfortable floors - and the contributions will be lower. An old apartment can also serve as a down payment. We can conclude a contract to purchase it, but the family will live in it until they get a new home.


- Are benefits provided for those who served in Chechnya, Afghanistan?


— The social mortgage system is built in such a way that all its participants have equal rights. True, some categories of citizens, including young families, Afghans, participants in the war, can be provided from the budget (federal, republican or local) with independent subsidies and subventions. And they can be used to pay for the apartment. But the issue of obtaining subsidies is not related to the issue of housing. It's just a matter for the recipient and local authorities how to manage the money. In this regard, please contact your local authorities.


On the line - Irina Nikolaeva from Kazan:


- I'm on a budget. My husband and son and I are registered in a three-room non-privatized apartment - in the "Khrushchev". We have less than eighteen square meters per family member. But I own a one-room small family, where my mother used to live, who recently died. Can I count on participation in a social mortgage in such a situation?


- Calculations are made on the basis of the total housing stock that you have. To do this, we take an extract from the state register. And if there are more than eighteen square meters per person, the answer is no. In this case, the state is not obliged to solve your housing issue. You can privatize an apartment, then sell both and buy the housing that suits you. You also have the right to use a regular mortgage: take a bank loan, mortgage both apartments, buy a new one. Having sold the old housing, pay off the bank and pay the remaining interest.


At Tatyana Panarina another problem:


- In the near future I will return from maternity leave to work - in a private enterprise. Our family used to stand in line for an apartment. At one time, it was said from high tribunes that those on the waiting list (for social or cooperative housing) would not be offended and would be among the first to enter the social mortgage lending program. Now they say that only state employees, employees of enterprises that finance the program, and the poor can count on this. What happens, we were deceived? Even working in a private structure, with our salary, we still cannot afford a classic mortgage.


“Today most of the enterprises are private. The same joint-stock companies (Tatneft, Kazanorgsintez and many others) are also private capital. Let your enterprise take part in the financing of the program, and we will solve the problem together.


“Our leadership is unlikely to agree to this. Is it possible to publish lists of enterprises with which you have entered into mortgage contracts? I am sure that for the sake of solving the “housing problem”, many would want to get a job there.


And I advise you to do the same. The fund has a complete list of such organizations, we keep accumulative records - who paid how much. So let's provide that information.


Yarullin family just works in such an organization - at Kazanorgsintez:


— My wife and two children live in a communal apartment. We know that our company participates in the financing of social mortgages. How can we get housing under this program?


- It is enough to write an application addressed to the General Director of Kazanorgsintez to be registered. And in accordance with the law, management cannot refuse you this. After registration, the list of mortgage applicants is sent to the State Housing Fund. And we give everyone the opportunity to choose the appropriate apartments. About twenty employees of your company will receive housing this year.


- But the leaders themselves decide who to put on record. What if they refuse?


- Nothing like this. Registration is mandatory for everyone. The only thing is that Kazanorgsintez has the right to include additional candidates in the list - no matter what footage they have, even more than eighteen square meters per person. But if you have less than eighteen, you must include it.


Nail Ziyatdinov from Buinsk worries about her children:


My daughter is a doctor, her husband is a physical education teacher. The children left Buinsk for Kazan and live in a hostel where they are registered. Can they take advantage of the social mortgage?


- There are no problems, unless, of course, the area of ​​​​the housing stock that they have in Buinsk does not go beyond the standard.


Many participants of the "direct connection" were interested in why social mortgage agreements are carried out through the "Building the Future" fund cooperative?


- The fact is that housing is provided not on the basis of ownership, but for hire. And there is a need to manage it. From a legal point of view, this should be dealt with by the SCLF of the RT. We do not want to give the housing we have built to the management of municipal offices. Therefore, it was legislated that the right to manage the future housing stock is granted to the participants in the mortgage program, united in a cooperative.


- And what is the initial fee to be paid or what deposit to make when joining it?


- Members of the cooperative pay monthly share contributions, the amount of which is determined by themselves, and these funds are spent by the cooperative. And the money that citizens pay for housing, including the down payment, is transferred to the account of the GZHF, and the fund is responsible for it.


At Askhata Gataullina from Kazan this question:


- Six people are registered in a two-room apartment, including me. But my wife and I divorced. And although now I live with my parents, I have not checked out of my former apartment. Will I be able to purchase housing under the social mortgage program, but only for myself, without a family?


— You can.


- It's good. But the cost of square meters is constantly growing. Will it affect mortgage repayment?


- Not. You will pay for housing at the starting price, that is, at the one that took place at the time you moved into it.


Many Kazan residents complained that in the regions of the republic people are already receiving housing on a social mortgage, and in the capital they still do not even accept applications for participation in the program.


- In accordance with the agreement on the delimitation of powers and interaction between state authorities and municipalities, the function of registration lies with the municipalities. Therefore, this issue should be addressed to the Kazan authorities. There are problems with Kazan. Elections are coming soon, and the voter will ask the potential, and then the elected government: how soon does it intend to solve this problem?


- But in the district administrations of Kazan, refusing to register, they motivate this by the fact that their own, Kazan mortgage will soon work ...


“I would only be glad if our capital could resolve this issue on its own. We would have done a lot more then. But… This year, we had six hundred million rubles available for the implementation of social mortgages in Kazan. Unfortunately, the city did not conclude an agreement on cooperation and did not provide land plots. As a result, housing is not built. And if you buy it ready-made, then the price of apartments will be very high.


Today, 5,150 families have been registered in the republic under social mortgages, 183 of them are in Kazan. 1285 contracts were concluded (86 in the capital of the republic). 480 Tatarstan families have improved their living conditions, including 49 from Kazan. Moreover, all figures for Kazan refer only to employees of industrial enterprises making payments in GZhF. In total, this year it is planned to provide apartments to 6081 families, for which 365 thousand square meters of housing will be built, next year 7500 families (450 thousand square meters) should improve their living conditions.


Also, things are not going well in Aksubaev, Agryz, Atna, Baltasy, Drozhzhany, Yelabuga, Kamsky Ustye, Rybnaya Sloboda, Sarmanovo. But here the problem lies only in the technical errors made by local administrations in preparing the lists of mortgage participants. There are about five thousand such families. You just need to bring the documentation to mind.


Residents of Naberezhnye Chelny are worried about the fact that six months ago they registered for a social mortgage, but no “movement” is visible.


— What are you talking about, Naberezhnye Chelny is the most active city in this respect. This year, more than 270 families have already received apartments, and in October five houses with 350 apartments will be commissioned in the motor city under this program.


Inna Nikitina came to Kazan from another city, bought a room here in a communal apartment. I wanted to enter the program of social mortgage lending, but did not find mutual understanding among the officials of the Novo-Savinovsky district (by the way, the administration of this district received the largest number of complaints).


“I have been working in a state institution for two and a half years,” says Inna Nikitina. - I came to the administration of the Novo-Savinovsky district to take a list of documents for a social mortgage. But they didn’t let me, they said that only those citizens who account for no more than seven square meters of the total area can participate in it. In vain I waved, like a flag, the newspaper "Republic of Tatarstan", in which it is written in black and white that there should be less than eighteen "squares" per city dweller. What should I do in this situation?


— Sue the inaction of officials. But first, write an application to be registered with a social mortgage. Get it registered. And within a month, the administration is obliged to give you an official answer why you were denied registration. If the answer does not suit you, appeal against the actions of local authorities in court.


Call from Nizhnekamsk. Madina Ayatskova expresses doubt:


— It often happens that we accept a program, begin to implement it, and then make all kinds of changes. Social mortgage is very attractive for the population. Are there plans to change the terms and conditions? If so, which ones?


- If any adjustments are made, then only in favor of the citizens. For example, initially the program provided: when a child is born to a young family participating in a social mortgage, she is provided with compensation for a loan in the amount of the cost of eighteen square meters of housing. Now the age limit has been lifted, and all families will be able to receive compensation, regardless of age. By the way, such lucky ones have already appeared in Arsk and Naberezhnye Chelny. Perhaps in the future the interest rate on the loan will be reduced.


How much will the interest rate decrease?


- It largely depends on the decisions that will be taken by the federal center. Russian President Vladimir Putin instructed the relevant structures to make the mortgage system accessible, as well as to resolve the issue of compensating bank interest from the federal budget.

The basis of the presidential mortgage is the availability of preferential terms, which are guaranteed by the state. One of these conditions in any mortgage is a low interest rate.

The presidential mortgage program is characterized by the lowest percentage - 5.5%. The difference between the preferential mortgage rate and the Central Bank rate will be reimbursed by the state to those banks that participate in the presidential program.

A preferential loan will not be provided to everyone, only to persons who are socially unprotected. These include young families, employees of the public sector, as well as families with more than three children.

Preferential lending is provided from 350 thousand rubles to 3 million rubles.

The duration of lending is determined by a period of 1 to 30 years.

Conditions for obtaining a presidential mortgage

A presidential mortgage, in the presence of favorable conditions, puts forward a number of requirements both for housing and for the borrower himself.

Housing Requirements

  1. Acquisition is possible only from a legal entity.
  2. Housing can only be bought in economy class.
  3. It must be new building.
  4. Housing may be commissioned or under construction.

Requirements for the borrower

A fairly large list of requirements has been formed for the recipient of a preferential loan:

  5. Insurance. The condition for obtaining a presidential mortgage is the life insurance of the recipient of the loan.   6. Registration. The recipient of the presidential mortgage must be registered near the location of the bank. Moreover, the duration of registration cannot be less than a year.
  7. Job. Another important condition for granting a soft loan is the presence of a permanent job. Moreover, the experience at the last place of work cannot be less than six months. The level of salary received is considered by the bank in terms of sufficiency for loan payments.

Important: The borrower must have a good credit history.

Guarantee

The bank may require a guarantee to provide a sufficiently large amount to the recipient of the mortgage. The requirements for guarantors are:

  • age over 25 years;
  • having a permanent job;
  • the existence of family ties with the borrower is welcome;
  • the presence of property.

Pledge

It is issued for property rights under an equity participation agreement or for an object of acquired real estate.

An initial fee

The contribution amount varies from 20%. The more it is, the lower the rate is provided. Only with a 70% contribution, the rate will be a minimum of 5.5%. It is very problematic for socially unprotected families to accumulate such a down payment amount. But the credit is granted only when the installment is paid.

Interest rate

Its value depends on the down payment, the age of the borrower and the loan term: from 5.5% to 11.5%. Moreover, its size can grow significantly if you refuse insurance up to 10.5% and if you do not provide information about earnings up to 9.0%.

Loan terms

The minimum term is 1 year, the maximum is 30 years.

Documents for registration

To apply for any loan, you need a certain set of documents:

  • mortgage application form;
  • the passport;
  • military ID, if available;
  • employment history;
  • certificate 2 personal income tax;
  • a document confirming social insecurity: for a large family - birth certificates for children, for a young family - a marriage certificate and passports, for state employees - a certificate-request from the place of work.

The last document distinguishes this list from the list of documentation that is provided for conventional mortgages, since the presidential one is issued only to socially unprotected layers.

To provide an opportunity to purchase their own housing, the state has developed a program of mortgage lending at minimum interest.
