These Rules establish the procedure for agreeing by the Federal Agency for Fisheries (its territorial bodies) of construction and reconstruction of capital construction facilities, the introduction of new technological processes and the implementation of other activities that affect water biological resources and their habitat (hereinafter referred to as other activities).
2. The federal fisheries agency carries out coordination:

4. Legal and individuals, including individual entrepreneurs (hereinafter referred to as applicants), to coordinate the construction and reconstruction of capital construction facilities, the introduction of new technological processes and the implementation of other activities submit to the Federal Agency for Fisheries (its territorial authorities) an approval application ( Next - Application) in which information indicates:
a) about the applicant:
full and abbreviated (if any) of the name of a legal entity, its organizational and legal form and location;
surname, name, patronymic and place of residence of an individual (individual entrepreneur);
b) on the documentation attached to the application.
5. The application is attached to the following documentation:
a) when coordinating the construction and reconstruction of capital construction facilities in accordance with and these rules - a copy of the sections of the project documentation provided for in paragraphs 10, 12, 17, 18, 22-25 (for the objects of capital construction of industrial and non-productive purposes, with the exception of linear objects) and paragraphs 34-40 (for linear objects) provisions on the composition of the partitions of project documentation and requirements for their content, approved by the Decree of the Government of the Russian Federation of February 16, 2008 No. 87;

The application form directed in electronic form and the procedure for its submission is established by the Ministry of Agriculture of the Russian Federation.
7. Application and documentation enrolled in the Federal Agency for Fisheries (its territorial authorities) are registered on their arrival day.
8. The Federal Agency for Fisheries (its territorial bodies) is considering an application and documentation and decides on coordination (on refusal to coordinate) the construction and reconstruction of capital construction facilities, the introduction of new technological processes and other activities (hereinafter - activities) on time, More than 30 calendar days from the date of receipt by the Federal Agency for Fisheries (its territorial bodies) of applications and documentation.

c) Conditions and restrictions necessary to prevent or reduce the negative impact of activities on water biological resources and their habitat (conditions for the fence of water and wastewater, the conditions of work in the water protection and fishing zones, the coastal protective strip of the water object and the fisheconomic zone, restrictions in terms of time and ways of manufacturing work on water area and other conditions);
d) conclusions about the admissibility of the impact of activities on the state of water biological resources and their habitat;
e) decision on coordination (on refusal to coordinate) activities;
10. The decision to coordinate (about refusal to coordinate) the implementation of the activities is communicated to the applicant in the form in which the application and documentation (by mail or in the form of an electronic document signed by an authorized official of the Federal Agency for Fisheries were submitted by an explosive electronic signature territorial body).
11. The decision of the Federal Agency for Fisheries (its territorial body) on refusal to coordinate the implementation of activities should contain grounds for refusal.
12. Reasons for refusal to coordinate the implementation of activities are:
a) submission to the Federal Agency for Fisheries (its territorial bodies) is not fully documentation;
b) discrepancy between documentation with the requirements of the legislation on fisheries and the preservation of water biological resources, water legislation, as well as legislation in the field of environmental protection on the preservation of water biological resources and their habitat.
13. In case of refusal to harmonize the activities, applicants may re-submit an application and documentation to the Federal Agency for Fisheries (its territorial bodies), subject to the revision of the documentation, taking into account the comments and recommendations provided for in the decision on the refusal to coordinate the implementation of activities.

3. The territorial bodies of the Federal Agency for Fisheries exercise agreement:
A) construction and reconstruction of capital construction facilities - in case of construction and reconstruction of these facilities on the territory of one subject of the Russian Federation;
B) the introduction of new technological processes and the implementation of other activities - in the event of the introduction of these processes and the implementation of other activities in the territory of one subject of the Russian Federation.
4. Legal and individuals, including individual entrepreneurs (hereinafter referred to as applicants), to coordinate the construction and reconstruction of capital construction facilities, the introduction of new technological processes and the implementation of other activities submit to the Federal Agency for Fisheries (its territorial authorities) an approval application ( Next - Application) in which information indicates:
A) about the applicant:
Full and abbreviated (if any) of the name of a legal entity, its organizational and legal form and location;
Surname, name, patronymic and place of residence of an individual (individual entrepreneur);
B) on the documentation attached to the application.
5. The application is attached to the following documentation:
A) when coordinating the construction and reconstruction of capital construction facilities in accordance with paragraphs 2 and 3 of these Rules - a copy of the sections of the project documentation provided for in paragraphs 10, 12, 17, 18, 22-25 (for the objects of capital construction of industrial and non-productive purposes, with the exception linear objects) and paragraphs 34-40 (for linear objects) provisions on the composition of the project documentation sections and the requirements for their content, approved by the Decree of the Government of the Russian Federation of February 16, 2008 N 87;
B) when agreed by the introduction of new technological processes and the implementation of other activities in accordance with paragraphs 2 and 3 of these Rules, a copy of the project documentation or program of planned work, justifying the introduction of new technological processes and the implementation of other activities, as well as a document containing information about the planned measures to Conservation of water biological resources and their habitat.
6. Application and accompanying documentation specified in paragraph 5 of these Rules (hereinafter referred to as the documentation) submitted to the applicant to the Federal Agency for Fisheries (its territorial authorities) directly either sent by the mailing with the description of the investment or in the form of an electronic document signed by the reinforced qualified document electronic signature, using public information and telecommunication networks, including the Federal State Information System "Unified Portal of State and Municipal Services (Functions).
The application form directed in electronic form and the procedure for its submission is established by the Ministry of Agriculture of the Russian Federation.
7. Application and documentation enrolled in the Federal Agency for Fisheries (its territorial authorities) are registered on their arrival day.
8. The Federal Agency for Fisheries (its territorial bodies) is considering an application and documentation and decides on coordination (on refusal to coordinate) the construction and reconstruction of capital construction facilities, the introduction of new technological processes and other activities (hereinafter - activities) on time, More than 30 calendar days from the date of receipt by the Federal Agency for Fisheries (its territorial bodies) of applications and documentation.
9. The decision to coordinate (about refusal to coordinate) the activity is made in the form of a conclusion, which is signed by the head or authorized Deputy Head of the Federal Agency for Fisheries (its territorial body) and contains the following information:
A) a brief description of the activities and characteristics of its impact on water biological resources and their habitat;
B) measures to preserve water biological resources and their habitats planned in accordance with the documentation;
C) Conditions and restrictions necessary to prevent or reduce the negative impact of activities on water biological resources and their habitat (conditions for the fence of water and wastewater, the conditions of work in the water protection and fishing zones, the coastal protective strip of the water object and the fisheconomic zone, restrictions in terms of time and ways of manufacturing work on water area and other conditions);
D) conclusions about the admissibility of the impact of activities on the state of water biological resources and their habitat;
E) decision on coordination (on refusal to coordinate) activities;
10. The decision to coordinate (about refusal to coordinate) the implementation of the activities is communicated to the applicant in the form in which the application and documentation (by mail or in the form of an electronic document signed by an authorized official of the Federal Agency for Fisheries were submitted by an explosive electronic signature territorial body).
11. The decision of the Federal Agency for Fisheries (its territorial body) on refusal to coordinate the implementation of activities should contain grounds for refusal.
12. Reasons for refusal to coordinate the implementation of activities are:
A) submission to the Federal Agency for Fisheries (its territorial bodies) is not fully documentation;
B) discrepancy between documentation with the requirements of the legislation on fisheries and the preservation of water biological resources, water legislation, as well as legislation in the field of environmental protection on the preservation of water biological resources and their habitat.
13. In case of refusal to harmonize the activities, applicants may re-submit an application and documentation to the Federal Agency for Fisheries (its territorial bodies), subject to the revision of the documentation, taking into account the comments and recommendations provided for in the decision on the refusal to coordinate the implementation of activities.
