Is it mandatory to get a pension card? Pension card Mir from Sberbank - terms of service and interest accrual. Is it necessary to change the pension card?

Now many pensioners are being urged to switch to the MIR card and receive a pension only on it. They scare - pensions will not be transferred to other cards. Is it true? Is it true that a pension can now be received only on a national card? Read the answers below.

What is the MIR card

The Mir card is a card of the Russian national payment system, which appeared in 2014, when there was a threat of shutdown of international payment systems in Russia. NSPK (National System of Payment Cards) is a guarantee of the financial independence of the Russian Federation. It enables Russians to receive card services regardless of external factors. Is it true that a pension can only be received on a MIR card?

No that's not true. We explain why.

There is an article 30.5 “On the national payment system”. Part 5.3 of this article, indeed, provides for a phased transition to the "MIR" map. This applies to those who receive salaries or other social benefits from the state budget.

Pension is a state social payment. And for pensions and other social. payments that the Pension Fund transfers have their own deadline for switching to MIR cards. The transitional provisions are:

  • a pensioner has the right to receive a pension and other social payments from the PFR to any bank card while it is valid (in particular, to VISA and Mastercard);
  • when the bank card has expired, you can continue receiving pensions and other social benefits from the PFR only on the MIR card;
  • From July 1, 2020, all (without exception) pensioners should receive pensions and social payments through the PFR line only on MIR cards.

Thus, do not be surprised if your card has expired, and representatives of the FIU say that they can continue paying pensions only to the MIR card. In doing so, they comply with the provisions of Article 30.5 Federal Law of June 27, 2011 No. 161-FZ“On the national payment system”.

No one has the right to force you to transfer your pension to the MIR card before the expiration of your card (VISA and Mastercard). Until July 1, 2020, it is possible to receive a pension on these cards.

What are the advantages in the MIR card

If you are a pensioner and plan to receive a Mir card for crediting a pension to it, card maintenance will be free for you (clause 1, part 5, clause 4, part 5.5, article 30.5 of the Law of June 27, 2011 No. 161-FZ) . Otherwise, it is an ordinary bank card with standard functionality.

The Mir card is a new means of payment issued as part of the nationalization of the banking system. It works similarly to foreign "Maestro" and "Master Card", however, all transactions go through Russian banks. From July 2018, the state will issue social payments and pensions exclusively to these cards. Let's analyze the main advantages and disadvantages of the Mir card for pensioners from Sberbank.

"Mir" is a completely domestic development. This card was issued in connection with the difficult economic situation in the country and the need to circumvent Western sanctions, which often affected bank accounts. It is assumed that Mir will completely replace foreign debit cards for state employees. And first of all, the transition to this means of payment occurs among pensioners and other privileged categories receiving social benefits.

The Mir card is exclusively a debit card. It is not intended for taking goods in installments or lending. However, the card can be used like any other debit card: pay for purchases on the Internet and stores, make transfers and replenish the account. The card is also named.

One of the innovations is the one-touch payment function for purchases. When buying up to 1000 rubles, you can pay them by simply attaching them to a reading bank device. Before payment, an icon will appear (similar to the Wi-Fi sign).

The program of free replacement of other budget cards with the Mir card is valid until 2020. The project is actively funded. After 2020, the use and issuance of cards will continue, however, it is assumed that the issuance of the card will be free.

Card benefits

"Mir" is considered an innovative means of payment for privileged groups, as it allows you to quickly and easily manage money without using cash. The main advantage of the card is the receipt of pension and insurance payments on the day they are transferred to the account. No need to wait in line at the post office or Sberbark. On the day the funds are credited, you can simply go shopping or withdraw funds at the nearest bank of Sberbank or the issuing bank (in this case, a commission is possible).

The card allows you to pay for housing and communal services and communication services without additional commission. At the same time, transfers can be made in one of two ways: at the branch of Sberbank at the teller or through the online application of Sberbank.

Another advantage of the card is the support for mobile banking. A Mir user can use the Sberbank website for free to manage his account. Using this service, you can pay for various utilities, transfer funds to another card, and control connected options. There is a more user-friendly app for smartphones.

For users who would like to simply receive notifications of the arrival and debiting of funds, there is an online banking service. On average, the cost of its use is 30 rubles per month. Prices may vary depending on the cardholder's mobile operator.

With the help of one-touch payment technology, you can pay for purchases as quickly as possible without wasting time entering a pin code. This feature is useful for pensioners who, due to poor eyesight, find it difficult to constantly enter a PIN code.

Important. Account replenishment and debiting operations occur instantly, since all transactions are carried out by banks in Russia.

Mir is supported by some online companies. If an online store uses the Mir Accept protocol, then using the Mir card, you can make purchases in it. The presence of such a protocol must be checked with the technical support of the site.

3.5% is accrued annually on the balance of funds on the card. Thus, "Mir" allows not only to dispose of funds, but also to increase them.

disadvantages

Despite the declared compatibility of the card with many online services for making purchases, payments through the "Mir" pass only in a small list of companies. We can assume that this is a temporary shortcoming, since the Mir developers are just starting to sign agreements on the implementation of Mir Accept technology for online services. However, it is unlikely that this shortcoming will be corrected in the few months that remain before the mandatory transition to Mir for state employees. In this regard, we can consider the "World" still a "raw" map with a lot of restrictions. For example, even popular domestic companies like Aeroflot or Afisha, with which you can buy movie tickets, do not accept the world to pay for purchases. Mir customers simply do not receive SMS notifications necessary for making payments.

Another feature that can be considered both an advantage and a disadvantage is one-touch payment for purchases up to 1000 rubles. This function is not disabled, it is basic for the card. Having stolen the card, attackers can take advantage of its vulnerability and make an unlimited number of purchases without entering a pin code. Of course, the card can be blocked, but even before blocking, fraudsters can manage to spend part of the money.

The card is not valid outside of Russia, even in the CIS countries. For example, in Belarus it will not be possible to pay with Mir in a store, unlike MasterCard and similar foreign ones. Also, the card cannot be fully used even in some regions of Russia: there are no Sberbank terminals in Crimea, with which one could withdraw cash.

When connecting the SMS alert service, the operation may not take place immediately. So, some clients faced double debiting of funds: after an unsuccessful attempt to connect to one operator, the client was connected to another, and the funds for the SMS banking service were debited in double size.

How to get a card

"Mir" can be obtained by contacting a branch of Sberbank. There are several options for its design:

  • in case of early re-issuance of the previous budget card;
  • when re-issuing a budget card after its expiration date;
  • mandatory in July 2018;
  • for the first time applying for a budget card for transferring a pension.

Thus, anyone who is entitled to preferential payments can become a card recipient. These are preferential groups, the list of which can be found in social services or in a branch of Sberbank.

For the initial receipt of the card, you must write an application to the Pension Fund with a request to transfer funds to a debit card. Further, with an application for opening a budget account, you must go to a branch of Sberbank. You must have a passport, pension certificate or other document confirming the right to receive social benefits, as well as SNILS. Be sure to have with you the entire list of documents, and original, not copied.

Clients of pension funds of various organizations (Military Pension Fund and the like) can also apply to Sberbank to receive a card. Before that, you need to arrange a transition to a debit card in the Pension Fund, to which the beneficiary is attached.

Card production time is about two weeks. After receiving it, the pensioner can set up additional functionality, connect additional options. Immediately after activation, which should be carried out at a branch of Sberbank, the card becomes valid. However, in order to start receiving funds on the card, you must not forget to notify the Pension Fund of its receipt. The fund will need an account (card) number to transfer funds.

Important. If the card is reissued (previously there was another budget card), then it is enough to have a passport with you. After reissuing the card, it is necessary to inform the Fund of the new account number, otherwise the funds may be transferred to the previous card that has not yet been closed.

At the moment, Sberbank is required to change foreign cards to the Mir card if the client restores a budget debit card. That is, if a pensioner lost the previous card for receiving a pension or it was stolen, he will be able to receive only the Mir card. If he needs a card of a foreign type, for example, Maestro, he will have to issue it separately as a simple nominal one.

Maintenance cost

The card is issued free of charge as part of the financing program. However, additional options may be charged. So, the SMS alert service is free only for the first 2 months. After that, the monthly cost is 30 rubles. The cardholder needs to be careful, because after two trial months the service may be activated automatically, and the funds will be debited from the account without the owner's permission.

The cost of other additional services can be clarified at the Sberbank branch, in the online banking application or on the bank's website.

The card is serviced for 5 years. After that, there is a free reissue.

Additional options

If desired, the cardholder can connect some additional options that expand the possibilities of account management. You can view them in the Sberbank Online Banking application, which is available for all popular smartphone platforms. You can also consult at the branch of Sberbank. All extras are available for the Mir card. options provided in online banking, except for credit.

Many elderly people receive pension funds into a bank account. The transition to the domestic payment system began not so long ago, but the MIR card is becoming increasingly popular.

Many active bank customers are interested in the question of what a card is, what are the conditions and tariffs, and how to issue a MIR for pensioners in Sberbank Online. Details on all these issues can be found in the article.

The card is intended for social charges, or rather - pension. It is for this reason that the terms of service and tariffs are very attractive.

You can order a card without paying interest at any bank office. There are no commission fees for servicing it for clients of retirement age throughout the entire period of validity.

You can withdraw money from any Sberbank ATM for free. You can withdraw no more than 500,000 rubles per month, and no more than 50,000 rubles per day. It is possible to receive more money than the established limit, but in this case, a commission of 0.05% of the excess amount is charged.

Every quarter, pensioners are credited with a bonus of 3.5% per annum on the residual balance. MIR card holders can also join the Thank You from Sberbank program.

Customers have the opportunity to use mobile banking. This service is free for 60 days. After that, a monthly fee of 30 rubles is charged.

Pros and cons of the card

This card includes all the benefits of Momentum. It has the following advantages:

  • the possibility of paying utility bills;
  • sending money through ATMs or online;
  • the ability to connect Sberbank Online, Mobile Bank, Piggy bank;
